Responsibilities
II. Context
The crisis in Syria has entered its eleventh year with few prospects for an imminent end to the violence that is faced on daily basis and impact the lives and exacerbate the vulnerability of children, women, the elderly, and the disabled.
In addition, the widespread displacement and deterioration of living conditions have negatively influenced the social and economic fabric of Syria.
As a response to the emerging needs of the Syrian population, and in line with the overall framework of the Syria Humanitarian Response Plan (HRP 2018), Strategic Framework for Syria (2016-2018) and UNDP Country Programme Document, UNDP Syria is working under three main portfolios: Infrastructure and Basic Service Rehabilitation, Socio-economic Recovery and Social Cohesion.
The Specialist physical therapist will be recruited, through a third-party contract, to support the production of fertilizer – Compost in Provide Organic fertilizer to wheat farmers project
III. Objectives of the Assignment
Disability inclusion unit at UNDP Syria country office has a comprehensive programme that can divided into 4 pillars:
1. Physical and mental wellbeing
2. socioeconomic integration
3. social norms and legislative frameworks
4. capacity development
One area for major enhancement is Physical Therapy under pillar one. It is also stated as one of the top priorities for enhancing disability inclusion in Syria as reported by the national assessment. UNDP approach in this regard will focus on providing Physical Therapy to PWDs ongoing projects and motivate them to properly integrate into their community environment.
To achieve these goals, the unit requests the support of a Specialist physical therapist through the provision of the services.
IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
The Specialist physical therapist will be supervised by the Project Manager and the Socioeconomic and livelihood technical officer and will receive regular guidance from EDL project supervisor to fulfil the following tasks:
-Identify and meet the needs of patients.
-Providing effective treatment methods and exercises that help improve the patient's situation.
-Reducing the patient's need for medications and providing alternatives to surgical operations if possible.
-Develop health care plans using a range of physical therapy methods.
-Create various fitness programs to suit the patient's condition and help him recover.
-Providing high quality healthcare based on the patient's need and doctor’s plan.
-Motivate patients during treatment and help them recover.
-Helping improve a patient's lifestyle by providing care and helping to restore flexibility.
Participation with the medical team to improve the situation of patients.
-Monitoring the improvement of cases and evaluating the performance of the provided treatment methods.
-Documenting the case of patients periodically and documenting the health care services provided.
-Submitting periodic reports required to the management
-Perform any other tasks assigned to him
-Any other duty assigned by the Project Manager
V. Final product/Deliverables (For Output Based Contracts, clearly indicate milestones and percentage of total lump sum that will be paid for completion of each milestone)


Qualifications
VI: Competencies
Core Competencies:
1.At least 3 years of practical experience working in the installation of prosthetic and dealing with amputees.
2.Ability to communicate with different personalities and solve problems.
3.Familiarity with all health care policies, protocols, procedures, and systems.
4. Analysis and reporting skills.
5.The ability to define performance indicators for health care delivery.
6.Ability to plan, organize and develop

VII. Recruitment Qualifications
Education: at least Diploma in physical therapy or bachelor degree at the field required.
Experience: experience in relevant field
Language Requirements: Arabic
Core Competencies: as mentioned above
Functional/Technical Competencies: as mentioned above


Salary and Benefits
-This position is with ICI for the benefit of UNDP Ease Access of Vulnerable Groups to the Legal Information- Qamishli
-Candidates with more than 3 months Third Party Personnel contract validity, will not be eligible to apply for this position

-Duration and Type of Assignment: 5 Months
