Responsibilities
Under the direct supervision of the WHO hubs and WHO Syria technical officers, and overall guidance of the WHO Representative, the Surveillance Officer will be a part of a multidisciplinary team managing epidemic-prone infectious disease threats among IDP camps, collective shelters and host communities in the assigned areas.

1. Establish and maintain EWARS sentinel sites in assigned area as required.
2. Collect weekly EWARS data from sentinel sites, conduct quality control, computerize and assess data patterns.
3. Communicate rapidly with the focal point of DoH and technical officers WHO Syria, including the hub, on any sudden occurrences or unsual trends of priority/ epidemic prone diseases for investigation.
4. Coordinate with DoH rapid response team and facilitate outbreak investigations, specimen collection and shipment; collect descriptive data, apply statistical measures and epidemiological terms to develop a hypothesis; apply analytical methods to test the hypothesis.
5. Detect, verify, confirm and coordinate and document responses to disease outbreaks or emergencies throughout the district or assigned areas.
6. Set up an active surveillance system for communicable diseases, especially measles, pertussis, acute watery diarrhea, influenza like illness, AFP and other Vaccine preventable diseases as well as any disease that crosses the alert threshold
7. In collaboration with DoH conduct monitoring supervison visits of reporting sites
8. Train the sentinel EWARS reporting sites to:
• Perform active and passive surveillance for case findding in health facilities;
• Timely complete the weekly reporting forms;
• Timely verify disease rumors in the area;
• Report weekly data to the WHO hub;
• Report immediately any disease cases that have crossed the alert threshold.
9. In collaboration with other health partners, assist in the implementation of risk communication and community engagement plans for infectious diseases prevention in assigned areas.
10. Ensure to attend health sector coordination meetings and update the partners on health situation.
11. Manage administrative, logistic and financial requirements of EWARS staff and activities in assigned areas, preparing all necessary documents and following up on the processing of payments.
12. Conduct M&E activities related to EWARS and rapid responses (site visits, assessments …etc).
13. Any other task assigned by the supervisor

Deliverables
1. Monthly progress report reflecting the activities pertaining to the ToRs and priorities set by the head of WHO’s Qamishli hub and technical team and outcome by the 5th of every month. Report should reflect relevant data by district and governorates allocated to the Surveillance Officer.
2. Monthly draft work plan for the next month by the 25th of every month to be shared with the head of WHO’s Qamishli hub and Team Leader.
3. Weekly epidemiological report and summary of activities, including alert and investigation activities, training, and field visits.
4. Outbreak response reports and Training reports


Qualifications
Essential: First university degree in public health, medicine, or health science with experience in communicable diseases and disease surveillance.
Desirable: Training and experience in epidemiology and public health


Specific Vacancy Requirements
Three EWARS focal points positions in three governorates (Hassaka, Raqqa, and Deir Ez-Zor) are required.
