Responsibilities
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
• Review and validate the agreements with partners before signing.
• In coordination with Finance Manager, to preform partner capacity assessment and when needed to develop capacity building plans, and deliver training whenever needed.
• Set and apply the minimum requirements requested from partner
• Check the monthly financial reports submitted by the partners and give endorsement in order to be approved by finance manager, and share them with the hub finance officer or reporting coordinator to reflect the report on the donor budget
• Perform regular visit to partner’s offices and give the needed training and guidelines for the partner’s financial teams.
• Responsible to organize and preform partners periodical financial spot checks for each project, identifying gaps and providing suggestion for corrective and prevention action.
• Ensure proper coordination with partner during the audit process (internal + external) and ensure that all documents are well prepared in order to facilitate the auditing process.
• Work side by side with the cash program teams to check, release, and prepare cash payments reconciliations

Check the receipts provided by the money transfer companies.

Participate in tendering process to identify FSP and do the financial statement analysis for the FSP in order to assess the risk of engaging with these companies.

Exploring new methods can be applied in cash program and asses the financial risk of each method.

Revise, audit, and process all the payments submitted to HO assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorisation and ensuring that all supporting documents are appropriately filed.

Responsible to ensure the financial achieve is good and up to the standards in HO

Helios focal point in finance team, responsible to follow up the accrual balances and make sure they are correct and share the monthly Helios accrual report and ensure that all HELIOS accrual are genuine specially during the end of the financial year.

Coordination and support the manager and hub officers in the monthly and yearly closure process with the coordination with Hubs.

Provide the needed and regular training to the Hubs team in the system and accounting procedures

PS focal point

Set the monthly closure plan and follow up applying it, check for miscoding and highlight any recharge requirement.

Coordinate with other finance team members and funding department to preform the restricted contract balance.

In coordination with funding, programme, and MEAL close the project on OPAL, after preforming all the required actions.

Any other reasonable duties and tasks you are asked to do.

• University Degree in Finance or Accountancy qualifications/significant relevant years of experience at this level with International Agencies or NGO’s.
• Minimum 3 years of relevant experience
• Demonstrated experience of leadership, Team management and capacity building of teams.
• Competency in use of relevant technology systems (MS Office suite, financial accounting, and
accuracy skills)
• Fluency in Arabic and English (written and verbal)
• Management of budgets
• Strong influencing and networking
• Demonstrated skills in coordination with internal/external stakeholders • Proactive in anticipating problems
