Responsibilities
•Develops projects work plans and budget direct activities drafts based on expected project outputs and results; ensure their implementation including undertaking rapid needs assessments, scoping, designing, implementing and monitoring of the projects;
•Oversees through minimum weekly field visits day to day operations and implementation of projects activities; provide technical guidance as may be necessary;
•Internal coordination – arrange weekly meetings with Logistics department to deliver progress updates on procurement;
•Contributes to the preparation of reports, project documents and submissions to government by providing information, preparing tables and drafting relatively routine sections;
•Supports in maintaining the tracking system of pending issues related to stakeholders;
•Attends and take minutes of meetings and follow up on necessary action points, maintains records and ensure that the filing system is kept up to date at all times, translates (English to Arabic and vice versa) of some limited in size documents;
•In coordination with the Area Manager, represents ZOA in sub-sectors meetings and in meetings with government or other I/NGOs;
•Proactively identifies and manages potential challenges and risks the project may face, proposes and implements mitigating measures and, as needed, contingency plans;
•Objectively assesses the vulnerability of the population and based on specific vulnerability, technical and impact factors, and in consultations with different communities in the targeted districts, makes final selection of targeted communities;
•Starting from the inception phase, ensures highest community understanding and participation in the implementation of the projects’ objectives and activities;
•In consultation with the Area Manager, determines best modality for required assessments to be conducted and ensures their proper implementation;
•Cooperates with Monitoring, Evaluation, Accountability and Learning (MEAL) team to track performance monitoring analysis and adjust projects implementation accordingly; in cooperation with MEAL identify and synthesis best practices and lessons learned;
•Ensure all projects procurement is carried out according to ZOA procurement procedures and in a timely manner;
•Ensures projects activities are implemented according to global humanitarian minimum standards and best practice (among which Core Humanitarian Standards, Sphere, and ZOA standards);
•Develops and updates budgets spending plan in cooperation with the finance department;
•In cooperation with the Area Manager, ensures hired staff and volunteers are properly trained in ZOA’s basic standards (code of conduct, protection, AAP etc.) and as may otherwise be required to perform their tasks;
•Ensures timely preparation and submission of donor and internal narrative reports, and support in preparing financial reports;
•Reports any incident that must be brought to the Area Manager’s attention (e.g. security, accountability, code of conduct, external interference);
•Archives all projects related documents (soft and hard copies) according to ZOA’s and donors regulations;
•Fully adheres to ZOA’s security protocols and procedures and ensures that all staff and volunteers working on the implementation of the projects also adheres to them. Contributes to on-going security management and planning as necessary;
•Handles confidential information and sensitive issues reliably and responsibly;


Qualifications
•University degree in related fields (Engineering, Public health related professions, social sciences, agriculture, economics)
•Suitable knowledge and experience of work in the field of Food Security & Agriculture (FSA), Early Recovery and Livelihoods (ERL), Water and Sanitation (WASH)
• Four years’ work experience in implementing humanitarian and development projects, preferably with INGO / NGO, SARC, UN agencies;
•Experience with community mobilization, assessments and surveys;
•Understanding of gender issues;
•Very good knowledge of the English language, including written English;
•Financial and logistic basic knowledge;
•Liaise with technical WASH and FSA staff from other organizations to identify opportunities for collaboration and joint projects implementation and learning;
•Experience in MEAL work including pre and post distribution monitoring activities.
•Competency in Microsoft Office Applications;


Specific Vacancy Requirements
Regular travel to the field can be required.
