Responsibilities
The SJR is a consortium of four INGOs and their local partners, led by ZOA, and funded by the Netherlands Ministry of Foreign Affairs through the DRA. The purpose of the SJR Country Coordinator is to optimize the humanitarian assistance provided to people in need in Syria. The SJR Country Coordinator ensures effective internal partnership coordination and facilitation, organizes meetings, identifies opportunities to increase collaborative impact, maintain relations with relevant stakeholders, contributes to proposal writing and reporting. The SJR Country Coordinator is responsible for overseeing the consortium level monitoring activities. The SJR Country Coordinator reports to the ZOA Syria Manager of Programme Quality and works closely together with the SJR Netherlands lead.
•Establish and maintain strong relationships with the SJR members, local partners and other relevant stakeholders in the humanitarian field in Syria;
•Function as the main focal person for the SJR members and local partners in Syria and ensure effective coordination and communication between them;
•Oversee and monitor the joint implementation of the agreed SJR activities at field level;
•Keep the SJR lead in the Netherlands involved and informed about progress, and escalate any issues if needed;
•Contribute to problem-solving of issues related to SJR implementation and progress;
•Organise regular member meetings and workshops in Syria;
•Receive reports from SJR members and compile the annual report;
•Propose modifications to the SJR if the context changes;
•Monitor the use of funds and propose modifications to members’ budget if there is a risk of under-spend by a member;
•Initiate ideas and oversee the lead budget for joint activities to contribute to localization and collaborative impact;
•Agree with members the annual plan for the coming year;
•Identify opportunities to increase the collaborative value of the consortium, strategic reflection, innovation and learning;
•Facilitate capacity building of local partners;
•Oversee and support members on delivering M&E results;
•Ensure visibility materials are gathered for use locally and in the Netherlands;
•Regularly visit and monitor activities in the field of the SJR members and local partners;
•Participate in DRA events, and keep the DRA informed about SJR progress.


Qualifications
•Bachelor’s degree in business administration, finance or accounting, statistics, development studies, international relations, or a related field, (Master’s degree is a plus);
•Minimum seven years of experience in grant management and/or consortium coordination in complex contexts;
•Experience with grants implemented internationally is a plus;
•Technical expertise in relevant sectors of the consortium activities is an advantage;
•Familiar with Project Cycle Management;
•Excellent command of spoken and written English and Arabic languages.

Specific Vacancy Requirements
The programme is managed from Damascus, however frequent field visits to implementation locations are required.

Duration of Position: 6 months renewable subject to performance and funding, (first three months are probation period).
