The Logistics & Procurement Officer will be a full-time employee of ZOA Syria Response. Under the direct supervision of Finance & Logistics Manager, he / she is responsible for coordinating, consolidating, and ensuring smooth implementation of and adherence to logistic and procurement procedures, fleet management, warehouse activities and provides logistical support to ZOA Programme.
Strategic Procurement:
•Collaborate with internal stakeholders to identify procurement needs and define material specifications.
•Develop and implement sourcing strategies, including identifying local suppliers, requesting competitive quotes, and negotiating favorable prices and delivery terms.
•Conduct thorough quality checks on received equipment and supplies to ensure adherence to specifications and value for money.
Procurement Process Management:
•Oversee the procurement process from requisition to receipt, ensuring compliance with ZOA's procedures and national policies.
•Prepare and manage all necessary documentation, including RFQs, QAMs, POFs/Contracts/Framework Agreements, DNs/Waybills, and GRNs.
•Participate in tender preparations, including invitations, advertisements, and amendments.
•Partner with Budget Holders and Finance to facilitate timely payments for rendered goods and services.
•Maintain an effective filing system for procurement documentation to facilitate tracking and audits.
Logistics Management:
•Develop and implement logistical plans, incorporating contingency planning for emergency preparedness within the program department.
•Generate monthly logistics reports (assets, inventory, requisition tracking, vehicle reports) to support donor reporting and ensure compliance with donor requirements.
•Oversee vehicle fleet management, coordinating movements, repairs, and maintenance.
Communication and Collaboration:
•Maintain regular communication with relevant departments to provide updates on procurement status.
•Collaborate with the Admin department to manage facilities, ensuring functionality of utilities, first-aid kits, and fire extinguishers.
•Liaise with vendors and maintain an up-to-date vendor database.
•Supervise drivers and report any issues to the appropriate parties.

• Bachelor degree in Business Administration, or any other relevant financial domain.
• Minimum working experience of 3-4 years in Procurement, or at least 2 years’ experience in a similar role.
• Excellent spoken and written command of English.
• Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
• Experience working with and capacity building local partners is a plus.
•Working with an ERP system is a plus.
