Responsibilities
Road to Resilience: Making Rural Agricultural Communities in Syria more viable (RRMACS) aims to enhance the resilience of rural communities, with a particular focus on women and youth in six target governorates: Hama, Homs, Aleppo, Rural Damascus, Tartus, and Sweida. This will be achieved through (i) engaging the small-holder farmers in Farmers Groups and enhancing the cooperative actions, (ii) strengthening strategic agriculture, horticulture, and livestock value chains (iii) increasing access to agriculture business services and financing. The base station (location) of the Officer is subject to negotiations.
The Community Engagement Officer will be responsible for providing technical leadership, expertise, guidance, and quality assurance support to the Community Engagement team in planning, designing, and implementing community engagement interventions in line with AKF’s gender-sensitive community-based development approach, project documents, and donor requirements. The role will include leading all the process-related community engagement through the formation and mobilizing the organizations and empowering them, addressing their needs, the priorities, facilitating developing proposals, implementing the small grants, and community-based initiatives, and ensuring a good environment for the implementation of AKF activities. The incumbent will report directly to the Project Coordinator and technically to the Community Engagement Strengthening Coordinator.
ROLES AND RESPONSIBILITIES:
- Contribute to the design of the project AWP. This includes context analysis for targeted areas and management of Participatory Rural Assessments (PRA)’s activities and processes.
- Participate in Community model design, identify local partners (NGOs, Community Based Organizations (CBOs), social services centers… etc.) to implement the Community Models and identify targeted areas.
- Form, and mentor CBOs and community groups in the targeted area, design structure for CBOs, and develop Bylaw depending on the role of the CBOs, type of activities & the tasks of them.
- Explore all possible mechanisms that are sensitive to community structures and needs, and AKF flexibility to work in the identified community, build trust and partnership with LNGOs in coordination with Community Engagement Coordinator, or and facilitate the access of AKF projects to Civil Society Organizations (CSOs).
- Enable LNGOs to identify and address their needs, and identify beneficiaries according to solid and gender-sensitive criteria.
- Participate in addressing the training needs of the Community Groups and LNGOs, provide LNGOs with training on proposal writing, bylaws financial policy of the grants.
- Track and follow up with the Community groups and CSOs on the community Models establishment process, and later on managing the Community Models.
- In coordination and guidance of MERL Officer, support and participate in M&E activities including pre and post-assessment development, and data & information collection.
- Development of case studies which are both qualitative and quantitative and which expose best practices, lessons learned and success stories from the field and prepare all progress.
- Provide reports (monthly, quarterly, annual, and ad-hoc) to the Project Coordinator.
- support and mentor the Community Engagement Assistants to implement all Community-Based initiatives.

Qualifications
- The applicant must have a university degree in Agriculture, Social Science, Social Work, Human Rights or other related fields.
- Minimum 2 years of relevant work experience with INGOs or LNGOs.
- Knowledge and understanding of gender equality principles and integration in project design, planning, budgeting, implementation, monitoring, and evaluation.
- Demonstrated theoretical, technical, and practical knowledge and experience of working in community engagement and community-based programming, including in conflict and post-conflict environments.
- Experience developing and facilitating training programs and guidelines.
- Diplomacy skills in networking with partners, authorities, and communities.
- Good analytical, research, and result-based reporting skills.
- Stability, flexibility, and have good communication and problem-solving skills.
- Ability to manage and motivate project team, assign and delegate tasks, and follow up on implementation.
- Good command of computer skills and English Language verbal and written.
- Male applicant should have finished their military service, exempted, or postponed for one year at least.
