II. Context
The crisis, which lasted for more than 11 years, caused great damage to infrastructure, public facilities and social services, causing a significant deterioration in the ability of the population to access basic and social services.
Also, Aleppo Governorate was severely affected by the devastating earthquakes that struck northern Syria and Türkiye on 6 and 20 February 2023. Analysis of the needs and priorities of Aleppo Governorate revealed an urgent need for intervention in various fields including remove debris from the various affected neighborhoods in Aleppo city including providing manual labor to sort debris within the Old City of Aleppo as the debris contains stones that are of historical and cultural value. The affected families in the shelter centers require access to basic services including solid waste management.
III. Objectives of the Assignment
Under the overall direction of the Project Manager and the supervision of the Programme Officer, the Project Technician is responsible for the implementation of SW&DM activities within the project of Debris removal for humanitarian access in Aleppo as stipulated in the project support document, and as assigned to him/her by his/her supervisor.
IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
The recruitment is Time-Based Contract and during the above-mentioned period of the contract the responsibilities of this position will be as follows:
-Provide technical support/assistance to local authorities, communities, and programme staff on issues related to public works, rehabilitation and restoration of basic and social infrastructure assets in the location of the project.
-Actively participate in liaising with local authorities, non-governmental organizations, community groups, cooperatives and other civil society organizations as well as local government organizations; in the area of the assigned project by the supervisor;
-Analyse the situation of supported and targeted community groups, and assist in the project formulation in line with the objectives of the UNDP mandate and program
-Actively initiate discussions with local government bodies and local communities to ensure their participation in the selection, formulation, prioritization and implementation of the project
-Monitor and Supervise the daily implementation of the planned
-Provide regular progress reporting on the assigned project
-Document lessons learned and share experience with Aleppo office.
-Perform any other tasks within the scope of work.
V. Final product/Deliverables (For Output Based Contracts, clearly indicate milestones and percentage of total lump sum that will be paid for completion of each milestone)

Education: University degree in Civil Engineering, Environment, or other related field
Experience: Three years of operational experience.
Previous experience in SW&DM.
Experience in community-based assistance and in participatory community actions is an asset.
Previous experience in working with institutions of the civil society and local public organizations, and with UN system is an asset. Computer literacy is a prerequisite.
Language Requirements: Excellent English drafting skills
Arabic and English mandatory.
