Responsibilities
Risk communication and community engagement (RCCE) is a critical function under the WHO
health operational response emergencies. RCCE aids to ensure that affected populations are
providing critical life-saving information, that the health sector collects and responds to the needs
and issues of the population, community-led initiatives are supported, and that rumours and
misinformation are addressed.
The incumbent will work closely with the Expanded Programme on Immunization to strengthen
the coordination, management, monitoring and reporting of RCCE interventions aimed at
increasing demand generation for routine vaccination. The cross-cutting approaches of RCCE alsi
entail the incumbent to work across the different operational areas of the health sector response
including on non-communicable diseases, communicable diseases, mental health and psychosocial
support, water, sanitation and hygiene, and others.
The role will be based in Deir Ez-Zor (WHO Suboffice).
Key responsibilities and tasks required by this role include:
Support the RCCE response within the WHO Suboffice or Country office including,
developing RCCE response plans and activities to address immediate and secondary health
impacts.
 Planning and coordination of RCCE actions on immunization campaigns, including
leading the development and placement of evidence-based multi-media messages, tools
and materials to increase demand generation and promote vaccine uptake.
 Support the sub-national RCCE technical working group to ensure adequate information
sharing, identifying and addressing needs and gaps to maintain a cohesive and harmonized
response to vaccination programmes and health emergencies.
 Design and lead the implementation of RCCE response initiatives, in close coordination
with technical programme teams, for different emerging health issues arising from the
hazards, including NCD management, communicable diseases, immunization, WASH and
other.
 Coordinate the analysis, usage and sharing of findings from vaccination campaigns.
 Work in close coordination and facilitate partnerships and collaboration with other key
operational response partners for coordinated RCCE interventions.
Develop contextualized and localized key messages targeting key stakeholders and at-risk
groups on various health risks and preventative actions, with a focus on vaccination.
 Develop and manage the implementation of communication and health education-based
interventions, including dissemination of messages and public health information via local
radio, SMS, TV, local media.
 Provide training and capacity building to partners, community health workers, influencers
and volunteers on different health risks and engagement strategies for response.
 Design interventions for addressing rumours, misinformation and information voids, using
social listening and community feedback mechanisms and tools (offline and online).
 Monitor and report on RCCE activities, plans, challenges and needs to WHO Syria Country
Office team.
 Regularly provide content (stories, social media posts, case studies, and other information)
on RCCE activities.
 Work with logistics colleagues to ensure supply and distribution of IEC materials and other
supplies for teams conducting outreach.
 Perform other communication duties related to RCCE.

Qualifications
4. Required Qualifications
Education:
 University degree in public health, community health, social sciences, or a related
discipline
Experience:
 At least 3 years of experience working in community health, health education or supporting
community-based initiatives for health.
 Experience in implementing communication and health promotion initiatives is desirable
 Experience developing behaviour change strategies and campaigns is desirable
 Knowledge of Syria is essential
Skills:
 Basic computer skills, including use of Word and PowerPoint.
 Ability to produce engaging communication and health promotion materials for diverse
audiences
 Excellent written and oral communication skills in Arabic and English
 Excellent interpersonal and networking skills
 Ability to work under pressure to achieve multiple deadlines
 Ability to think outside the box and make innovative proposals for communication and
community-based interventions
 Experience in disaster management or outbreak response

Deliverables
The RCCE Specialist shall report upon activities undertaken and completed, aligned to the Terms
of Reference, on a monthly basis.
In performing the work, the RCCE Specialist shall comply with the applicable terms of the WHO
contractual requirements and policy.

The RCCE Officer does not have the right to use the WHO name, emblem or logo in connection
with the Photographs or otherwise.
