-Leads the development and implementation of emergency response activities and closely monitors, evaluates, reports their development and flags potential issues on time.
-Conducts situation assessment, develops concept notes and shares with the national Emergency Response Manager and National FS Advisor.
-Leads and participates in needs and rapid assessment activities.
-Provides technical support for field officers in planning and implementation of the program.
-Leads the development and implementation of the FSP in line with the SOS Children’s Villages Programme Policy and related international and national SOS policies, strategies, quality standards and guidelines.
-Coordinates and supervises the overall process of case management applied in the family strengthening service
-Coordinates the development of a comprehensive programme service package in cooperation with partners.
-Supports the field officers in community mobilization and management.
-Conducts regular meetings with field staff and shares the outcome (minutes) with the national Emergency Response team members.
-Is responsible to collect local level security information from relevant local and national sources to up-date field staff and national office accordingly and to take adequate safety and security measures for staff and beneficiaries.
-Conduct humanitarian and needs assessments/protection analysis
Ensuring that Complaints Feedback and Accountability Mechanisms (CFAM) are in place and communities are aware of it.
-Perform any other reasonable duties as assigned by the direct supervisor.
-Implements the programme database in FSP, monitors the quality of data entry, uses database reports for planning, monitoring and evaluation
Coordination and Reporting
Represents the organization’s emergency response program at local level and ensures a positive collaboration and working relationship with pertinent government offices and a good public image of the organization.
-Actively participates and coordinates in relevant national and local emergency response clusters / coordination meetings with NGOs, UN agencies and government offices.
-Is responsible for preparing monthly / quarterly, interim narrative and financial reports and on-time submission to the project signatories at all levels.
-Cooperates and has a direct relationship with National Emergency Response Manager, Project accountant, Program Finance Manager and Program HR Manager.
-Collects regularly information about new content updates and suggestions from family strengthening services staff and reports them to NERM.
-Highlights major organizational and operational risks to management
-Holds regular reviews and performance appraisal with project staff to assess performance and identifies areas for development.
-Participates in staff recruitment and provides training and capacity building opportunities for the project staff.
-Coordinates the involvement of volunteers in the Family Strengthening programme and ensures effective human resource systems are implemented for them
-Provides regular professional guidance, supervision and support to the FS team in accordance with approved strategies, policies of the organization and national legislation.
-Participates in intervision sessions as well as individual or group external supervision
-Ensures budgets are in line with planned activities and correspond to the needs in the field.
-Approves all the financial and procurement requests from the field staff as per SOS guidelines.
-Together with Finance, responsible for timely funds transfer to ensure continuity of the project activities.
Child safeguarding is everyone's responsibility
-Responsible within own area of work to prevent and protect children of all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles
-Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager
-Carries out CS risk assessment within his/her area of work and ensures that relevant actions are put in place to mitigate the existing and possible CS risks.

-University degree in Humanitarian / Disaster risk Management or Development Studies, Social Sciences, agricultural economics or equivalent working experience
-Minimum 5 years of experience in leading and coordinating humanitarian aid and/or development work in multi-cluster INGOs
-Experience or education in one of the following fields is an asset: child protection in emergencies, health, nutrition, WASH, Livelihood, food security, MHPSS
-Experience and knowledge of emergency response project management including emergency needs assessment, project design, development and implementation
-Good understanding of humanitarian issues and sympathy with the aims and objectives of the organization
-Commitment to humanitarian principles & standards and to the values of SOS SV
-Strong leadership, team building and communication skills
