Responsibilities
Goal and overall objectives of the assessment:
This assessment is expected to provide concrete risk management measures, which would decrease both the level and likelihood of those risks occurring and improve overall PSEA response, and relevant inputs to for adjusting WHO programs and internal procedures where necessary, in line with the priorities of United Nations.

The provider will work closely with the WHO PRS coordinator, and the WHO PRS focal points based in Damascus and Qamishli and will assist the WCO in:
a) better understanding the main risk of sexual exploitation and abuse occurring throughout the humanitarian and development operations in Syria and how those risks are currently responded to;
b) informing the RC, UNCT, and senior agency management of WCO priority actions in PSEA.

The scope of work:
This assignment will provide a comprehensive analysis of the institutional capacities of the humanitarian and development community to respond to SEA, handle allegations and ensure that survivors have access to reporting, protection, and assistance in a safe and confidential manner, and also the views and experiences of affected communities on PSEA, assess their level of awareness, what their perceptions are and their preferred means of reporting potential services and accessing services.

In order to provide risk management measures, the provider will assess the following aspects:
(a) The communities’ opinions on barriers in access to humanitarian assistance, SEA risk, as well as understanding on reporting and complaints mechanism will be sought through community engagement.

Methodology and approach:
The assignment will include field missions complemented by exploratory work and collection of information.
Work methods shall include:
• Field mission and data collection, including visits to project sites supported by the UN and NGO humanitarian actors, to hold KIIs, FGDs and collect survey information with community leaders, key implementing partners, beneficiaries and affected communities.
• Data cleaning, quality check, and preliminary data analysis
• Communication with WHO will include:
o Regular exchanges / constant dialogue with the PRS focal points assigned in Damascus and Qamishli, so that necessary adjustments to the assessment process are made in due time, and interesting issues and findings are discussed and co-analysed as soon as they are identified, and not only at times of reporting.
o briefing at the beginning of the mission and debriefing on the main findings and recommendations before they are shared for integration in the final report
o Participate in a training for enumerators going in the field to explain data collection methodology and targeted groups, ensure understanding of PSEA, survivors centred approach and Do no Harm principles
• Preparation and submission of the data collected to the PRS team of WHO in Damascus and Qamishli

5. Requirements – Planning
Deliverables:
1. Successful completion of training by respective PRS focal points
2. Data collection through use of the pre-developed tools via surveys, KIIs, and FGDs in selected areas of Damascus and Qamishli
3. Briefing and debriefing meetings for the discussion with WCO on the preliminary finding, conclusions, and recommendations, will be organized before and at the end of field mission, face to face or on-line. During the debriefing, the company will provide a presentation on preliminary key findings and recommendations
4. Raw data, and Data analysis brief – the data collection firm will need to provide raw data, as well as a general brief of the key findings that can support the consultant hired to write the report with high-level data trends and findings


6. Inputs
The WHO PRS coordinator and respective focal points will provide guidance on assessment tool use and available information on the methodology of assessment. The WCO reserves the right to request changes in the structure of deliverables or the inclusion of additional information.

8. Characteristics of the Provider
Experience in conducting similar type of services with positive previous experience working with national authorities or other organizations will be an asset.

The provider shall ensure that its procedures for awarding contracts and for the procurement of goods and services under this Agreement safeguard the principles of awards being made on an assessment of competitive quotations or bids. The supplier shall procure any such goods and services for the Project in accordance with internationally accepted standards, in compliance with the principles of transparency, proportionality, sound financial management, equal treatment and non-discrimination, with care being taken to avoid any conflict of interests, and taking account of the principles of quality, economy and efficiency. The supplier shall procure from entities that meet the standards established by WHO. The supplier shall retain all records relating to goods or services procured by it during implementation of the Project for a period of at least five (5) years after the end date of the Project, and in accordance with the supplier’s procedures. Notwithstanding any contracts concluded by the supplier for the procurement of goods and services, the supplier shall be and remain fully responsible vis-à-vis WHO for the satisfactory and timely implementation of the Project, including any subcontracted work.




Qualifications
• The firm must appoint a lead focal point to liaise with the PRS coordinator and respective focal points. Fluency in Arabic is essential and fluency in English is a strong asset
• Lead focal point must have minimum of a Master’s degree in gender studies, law, international relations, public health or a related field
