Responsibilities
Objective 1: To provide overall coordination and supervision of ACF programming in Syria in accordance to Donors, Sectors, National Ministries’ standards, and to ACF mandate, guidelines and policies
-Support and advise the Program teams in the implementation of the projects; and facilitate the decision-making process.
-Carry out regular monitoring of implementation progress in coordination with program teams and propose corrective actions and to ensure such actions are implemented.
-Regularly evaluate and report on issues and risks arising from the program and project activities, , and contribute, in coordination with relevant departments, to develop and implement mitigation strategies and recommendations for operational improvements.
-Ensure the proper budget follow-up of projects and carry out regular budget reviews in coordination with program and finance teams and ensure corrective actions are taken when necessary.
-Undertake regular travel to the areas of intervention engaging in on-site program monitoring and overseeing the implementation of activities at field level to ensure and enhance program effectiveness and quality.
-Organize coordination meetings and ensure effective communication – coordination – cooperation within program teams.
-Lead as a technical referent and support the program team to ensure agreed project objectives are met in an efficient and timely manner according to each contract and to ACF and Donors’ policies and procedures.
-Ensure that program team is timely preparing and submitting project reports (Projects ADS, BFU, reports for Donors, etc.)
-Support the program team in collecting and properly achieving all support documents and sources of verifications.
-Liaise with Support departments for a smooth running of project activities.
-Ensure the respect of the mission security rules by his/her team.
Objective 2: To lead ACF Partnership related activities
-Manage ACF Partnership Manager in Damascus.
-Lead Partners’ mapping exercise in ACF areas of intervention.
-Lead Partnership strategy development in coordination with bases, technical and Support Departments.
-Ensure internal mainstreaming around ACF partnership approach and principles.
-Plan meetings and workshop with ACF partners.
-Ensure drafting MoUs and sub-agreements with partners.
Objective 3: To contribute in identifying, developing and implementing ACF country strategy, including relevant participation in identifying (new potential interventions and in writing proposals)
-Contribute to the identification of needs and context analysis for the formulation of the Country Strategy.
-Contribute to the development and implementation of the Country Strategy.
-Play a key role in the implementation of the agreed Country Strategy ensuring the smooth running of ACF program and project activities.
-Contribute to the identification of needs and planning of assessment for the development of new proposals.
-Contribute to the preparation of complete, accurate and realistic budgets for donor proposals, to ensure that all activities are included in budgets.
Objective 4: Reporting, documentation, archiving and capitalization
-Provide monthly reporting of activities to Liaison Departments for dissemination within national entities.
-Ensure inputs for monthly, quarterly and annual reports are produced in a timely manner by Program Managers; review and validate them (Projects ADS).
-Support for the timely production of high-quality donor reports (technical review, validation) and work in close collaboration on their preparation; review and validate them.
-Incorporate operationalization of lessons learnt identified in projects monitoring and evaluation led by MEAL team.

Qualifications
•Bachelor’s degree in (social sciences, economics, international development) or any other relevant field.
•Solid knowledge and experience of Project Cycle Management and strategic planning – compulsory
•Technical knowledge of implementing emergency and early recovery interventions – compulsory
•Proven knowledge and experience in proposal and report writing (preferably for ECHO, BHA, SIDA, GAC, OCHA, AECID, UNICEF).
•5 years minimum experience working in a similar position ,Humanitarian sector knowledge is a must,
•Fluent in English, Microsoft Office, Use of statistics and GIS programs is an advantage.

Salary and Benefits
•Contract period: 6 months renewable base on Action Against Hunger fund and performance.
•Salary/benefits: According to Action Against Hunger's salary scale and terms and conditions.
