Responsibilities
Job Responsibility # 1: Designing, Strengthening and management of MEAL system # Time 25%.
• Support in designing, improvement, and operationalisation of the MEAL system including working to
build synergies and align MEAL activities and processes in Southern Hub.
• Support in setting up a MEAL System incorporating MEAL standards and guidelines including Oxfam
Program Quality Standards.
• Promote the awareness and understanding of the shared responsibility of MEAL function among all
staff members through communication, training, learning and development activities.
• Develop baseline and end-line assessment tools and methodologies for each program/project,
including data collection instruments (e.g., survey questionnaires, focus group discussions, and key
informant interviews), analysis plans and analytical reports.
Support the hub in designing of monitoring systems, and ensure that data collection and analysis from field
visits are coordinated and standardised across programmes to feed into to programme performance
monitoring, with special attention to humanitarian response.
• Manage programme and field data and oversee the collection processes for MEAL and assist the
programme staff/Team Leaders to backstop field operations.
• Manage the online databases at hub level that ensure the availability of all required information
based on program/project performance indicators; web-based monitoring where possible.
• Provide support to the programme teams in project/programme design and proposal development, in
line with Oxfam’s programme quality standards – particularly on results frameworks and indicators.
• Independently develop MEAL plans and review/update on a regular basis, in close coordination with
programme teams and Oxfam’s partners.
• Work with the programme teams in implementing MEAL frameworks, processes, and tools, ensuring
quality and consistency with Oxfam standards.
Job Responsibility # 2: Planning, Monitoring and Reporting of all program/projects. # Time 25%.
• Support the implementation of Monitoring and Evaluation Plans in partnership with program/project
team by regularly tracking progress on all targets and indicators, communicating progress,
promoting learning, and advising corrective measures where necessary.
• Leads on analytical processes, including vulnerability analysis, post-distribution monitoring, M&E
reporting and the wider humanitarian community.
• Drawing on monitoring and analysis of key program performance and management indicators,
provide professional input to management reports, including relevant sections of the annual and
donor’s reports.
• Assess progress towards achieving objectives, ensure program compliance and effective
implementation according to work plans, M&E plans, and proposals, providing recommendations for
improvement.
• Maintain projects reporting, MEAL tools, tracking and reporting forms, monitoring reports, proposals,
donor reports, evaluations, and other project information.
• Plans and develops processes for qualitative and quantitative data collection (gender
disaggregated), developing tailored monitoring plan, operating database systems and outcome and
impact measurement.
• Support in designing MEAL tools for the programme and projects in-line with the CAMSA. The
program/project MEAL system is expected to cover; quality, quantity and timeliness of all project
activities and involve all stakeholders (including communities) in the monitoring process.
• Analyse program/project data to produce information as required by the project (output tracking,
outcomes and impact, quality assurance, monitoring, budget monitoring etc.)
• Visit field areas to ensure quality and compliance with MEAL system.
• Act as the point of contact for project related information to coordinate responses to requests and
disseminating information to program staff at hub level.
• Act as a field focal point for the team on Oxfam’s beneficiary counting methodology and internal
reporting processes.
Job Responsibility # 3: Management of Beneficiary Feedback and Accountability System # Time 15%.
• Support in establishing, operationalisation and strengthening up FCRM system incorporating MELSA
standards and guidelines including CHS principles.
• Setting up and managing complaint and feedback mechanism for the programme, including tracking
of follow-up, ensuring adherence to agreed standards.
• To manage Feedback and Complaint Mechanism which facilitate beneficiaries/communities to
register complaints and share feedback.
• Ensure that accountability indicators and standards are integrated into plans and operations of the
project team.
• Provide support and training for other staff, at all levels of the hub, to improve their understanding of
the concept of accountability, and how to apply it in their day-to-day work.
• Support Area Manager, Team Leaders and Partner team to roll out participatory methods throughout
the project cycle, to ensure that beneficiaries’ participation is meaningful.
• Encourage staff and management to engage in downward accountability, putting the most
vulnerable children and adults in the communities where we work at the centre of what we do.
• Provide technical support for program unit to include accountability mechanism in every proposal.
• Produce clear and quality reports that demonstrate accountability and learning.
Job Responsibility # 4: Support and Capacity Building of Oxfam and partners staff on MEAL mechanism #
Time 15%.
• Promote awareness and understanding of quality standards among program staff (including SPHERE
standards, Core Humanitarian Standards [CHS] and Oxfam PQ Standards).

• Support and train Oxfam & Partner staff on MEAL tools/databases.
• Conduct CHS, FCRM sessions for Oxfam & partners staff.
• Plan, Support and facilitate learning sessions at hub level.
• Provide support and training for Oxfam and Partner staff, at hub level to improve their understanding
of the concept of CHS, MEAL and accountability.
• Provide technical support for program unit to include accountability mechanism at hub level
Undertake periodic monitoring and technical support visits to partner working areas to assess
progress against agreed MEAL system and recommend corrective actions as appropriate.
• Work closely with partner MEAL staff or focal points and provide support as appropriate.
• Provide training to partners on accountability and support them in setting up own mechanisms.
Job Responsibility # 5: Design, conduct and facilitate Evaluation, Review and Learning # Time 15%.
• Plan and coordinate project reviews, evaluations to be conducted internally or externally as required
by project M&E plan.

• Conduct quality control tests on all incoming data and supervise data entry and data
cleaning/editing processes.
• Coordinate and share learning related to MEAL practices and general best practices and lessons
learnt at hub level and Partner team and encourage sharing of monitoring results both between and
within sectoral teams.
• Collect timely top-line output data from all programmes to feed into Monthly report and monitoring
system. Systemically check this data (for quality, consistency, issues related to use of
data/conclusions etc), and follow-up/ provide feedback as necessary.
• Maintain a tracking spreadsheet for MEAL activities and events - baselines, assessments, reviews,
PDMS’ evaluations etc.
• Analyse program/project data to produce information as required by the project (output tracking,
outcomes and impact, quality assurance, time monitoring)
• Visit field areas to ensure quality and compliance with MEAL system.
• Conduct field monitoring and evaluation visit to target project areas to strengthen MEAL process
• Support the MEAL Coordinator in the design and management of evaluations, including: the
coordination of field-based data collection activities, review of evaluations reports, sharing of
evaluation findings and recommendations with intended audiences
• Collecting best practices, case studies which demonstrate qualitative and quantitative changes
over the period.
Job Responsibility # 6: Coordination, Networking and Representation # Time 5%.
• Coordination with Area Manager & Team Leaders regarding field operational needs.
• Represent the MEAL Department at hub level.
• When requested, attend relevant sectoral coordination meetings to identify opportunities for
integration of data collection activities, harmonization, secondary information sources etc.
• Any other task (s) as assigned by Line Manager.

Qualifications
• University Degree in relevant field/significant relevant years of experience at this level with
International Agencies or NGO’s.
• Minimum 4 to 5 years of experience in a similar function in addition to knowledge in Monitoring,
Evaluation, Accountability and Learning.
• Previous experience of working on programmes such as WASH, Livelihood, and Gender is
preferable.
• Competency in use of relevant technology systems (MS Office suite skills) in addition to Mobenze
and Survey CTO.
• Solid and sound data management and reporting skills.
• Good leadership and team manage skills with minimum 3 years of experience in this domain.
• Fluency in Arabic and English (written and verbal)
