Responsibilities
Assessments and Analysis:
• Lead the planning and implementation of Community Gendered Protection Analysis (CGPA) in each Oxfam area of operation, ensuring proper consolidation and dissemination of the resulting protection response plans across relevant Oxfam and non-Oxfam sectors.
• Share finalized and signed-off CGPA reports in a timely manner with all relevant stakeholders, in close coordination with Protection Advisor. Evaluate and decide on relevant modes and spheres of protection actions to shape Oxfam’s responses at the individual and at community levels, in alignment with the outcome of Oxfam individual protection assessments, community gendered protection analysis (CGPA) and engagement with like-minded protection actors.
• Assess and evaluate entry points for community-based protection and individual protection assistance.
• Lead the principled planning and implementation of AGD-sensitive kit distributions to individuals at heightened protection risk, in line with Oxfam Syria’s endorsed SoPs and guidelines.
• Promote and share ideas for improvement of the Emergency Response and Early Recovery interventions at organizational and sector levels.
• Provide updates with verified information on gaps and duplications in humanitarian assistance, in rural, peri-urban and urban areas affected. Participate in needs assessments carried out in the Hub ensuring Protection considerations and “Do no Harm” principles are integrated into these exercises
• Participate in mapping of potential local partners and capacity assessment of partners.
• Supports research/studies informing the design of protection interventions, including protection monitoring and case management, as well as of campaigns and policy development/change.
Programme and Project Development:
• Proactively contribute to the development and adaptation of the protection program strategy in Syria, grounded in concrete field evidence including the one deriving from community gendered protection analysis (CPA) findings.
• Contribute to project proposals informed by CGPA findings and aligned with the agreed programmatic strategic direction.
• Ensure adequate planning and budgeting for protection activities, in line with OXFAM guidance and SOPs.
• Lead to identify entry points for protection integration in WASH and FSL interventions and contribute to the design of relevant protection activities, in close coordination with the Protection Advisor.
• Work with like-minded protection actors on principled conceptualization and design of protection interventions.
• Contribute to providing updated information on Protection for new concept notes and proposals.
Programme Implementation:
• Oversee the overall implementation of protection activities in line with approved spending plans and technical guidance endorsed by Oxfam in Syria.
• Support and collaborate with case management-funded partners to ensure complementarity and maximize overall program outcomes, throughout project cycle management.
• Ensure that cases in need of case management services are safely referred accordingly to the local partner or other specialized protection actors, throughout the project cycle management.
• Ensure that the pre-established service mapping and referral mechanisms between case management actors and Oxfam are maintained, functional, and safely expanded.
• Provide technical and operational support to the Protection team in the Northern Hub, as well as to local partners, to ensure the effective delivery of case management services, Individual Protection Assistance, community-based protection activities and initiatives, principled distribution of AGD-tailored kits, and protection assessment and monitoring activities, in accordance with Oxfam’s endorsed SoPs and guidelines.
• Carry out related Safe Programming activities for protection programme as per OXFAM guidelines and ensure reporting any concerns to the line manager.
• Provide technical support, when requested, to other local stakeholders including CSOs, local community committees, community leaders and other community governance structures to enable collective protection responses.
• Conduct information sessions and campaigns on key protection topics.
• Contribute to the development of donor and ad hoc programme and project reports ensuring provision of comprehensive and accurate information and data.
Project Monitoring,Reporting and Learning:
• Work with MEAL teams to ensure indicators set for programmes and data collected are Sex, Age and Disability Desegregated.
• Conduct field visits to project sites to offer support and monitor the progress of programme and partners’ activities; draw attention to successes and challenges faced in the program and suggest solutions.
• Propose new activities according to identified needs and suggest solutions for problems encountered with activities based on lessons from previous interventions or recent assessments.
Representation and Coordination:
• Coordinate with relevant local and international protection and GBV stakeholders including UN agencies to enhance protection work at the hub level.
• Internal coordination with the other departments (WASH, EFSVL , and Gender) for programme integration.
• Represent Oxfam in Protection cluster and AoRs’ coordination meetings.
• Coordinate with the relevant government authorities for the implementation of Protection activities (ex. HAC, DOSA, )
Capacity Building:
• Provide protection induction and refresher sessions to Oxfam staff and volunteers, as well as CSOs, including partners.
Provide capacity-building programs on community-based protection and on principled community coordination to Oxfam teams as well as CSOs, including partners, in line with Oxfam-endorsed guidelines and toolbox.

• Hands-on-experience in the application of humanitarian principles of independence, impartiality, neutrality, and equality
• Fluency in English and Arabic, both written and spoken
• Planning, budget management and reporting skills are essential.
