Responsibilities
Under the general supervision of the designated Chief Field Office in [Aleppo Field Office], the Third Party Facilitator will:

(1) Provide technical services to ORGANIZATION programmes primarily in hard to reach areas, through ensuring regular and systematic technical advise, quality assurance and technical guidance to implementing partners and counterparts, for the efficient implementation of ORGANIZATION programmes and effective achievement of results for the benefit of Syrian children and women.
(2) Identify capacity and technical gaps of implementing partners and counterparts and provide technical support to the chief of field office and designated programme officer to ensure capacity building and on the job training as needed.
(3) Provide input to technical documents as required by CFOs and Programme Sections in Damascus, ensuring all technical input is closely aligned to national programme strategies as approved at country office level;.
(4) Conduct regular filed visits, primarily to hard to reach areas, based on requests by the Field Office to provide technical oversight and guidance to programme partners, conduct needs assessments, and gather technical information that will help inform ongoing programme development and implementation.
(5) Within 5 days following each field visit, produce a trip report according to the standard format provided by ORGANIZATION and submit the report to the designated Chief of Field Office for further dissemination and action by the relevant persons.
(6) Conduct regular situation monitoring in specific areas based on requests by the Field Office, to assess the overall humanitarian situation and document the needs of affected populations, in particular of women and children.
(7) Conduct regular visits to monitor programme activities supported by ORGANIZATION, with a focus on:
a) Assessing programme implementation by Implementing Partners through PCAs (Programme Cooperation Agreements) and SSFAs (Small-Scale Funding Agreements) as well as programme implementation by government ministries and agencies according to the ORGANIZATION Syria Country Office Annual Work Plans;
b) Verifying supplies are delivered to target beneficiaries in line with relevant programme documents, and documenting any delays and bottlenecks;
c) Conducting post-distribution monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
(8) Validate results data provided by implementing partners in their progress reports. Report any actual or potential deviation from implementation plans.

(9)Implement SBC activities:
a. Provide support to some of evidence generation activities such as focus group discussions (FGDs) interviews etc. Field Research: assist in conducting focus group discussions, in-depth interviews for the purpose of understanding knowledge, attitudes and behaviours. The Facilitator shall engage in facilitating interviews and local input in collaboration with the research team. The study outcomes shall provide a baseline for the C4D interventions to be adapted at the governorate level.
b. Support gathering information from affected populations on their views and concerns related to ORGANIZATION interventions.
c. Facilitation and support of awareness raising campaigns: distribution of IEC materials, social media follow up, and community meetings
d. Monitoring and reporting: monitor the implementation of awareness activities and provide monthly report, details, beneficiaries’ number and feedback. (including the 4Ws report).
(10) Support implementing and monitoring Child Protection activities:

a.Conduct and update the CP situation analysis and monitoring.
b.Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide reports and recommendations
c. Facilitation and support of awareness raising campaigns, Explosive Ordinance Risk Education (EORE) CP-related issues, distribution of IC materials, social media follow-up, and community meetings
d. Monitoring and reporting: monitor the implementation of awareness activities and provide a monthly report, details, beneficiaries’ number and feedback. (including the 4Ws report).
e. Provide Child Protection technical and operational support for implementing partners in the area of Prevention and response’s Child Protection Programs.
(11)Any other tasks assigned by the supervisor.


Qualifications
EDUCATION

- University degree in a field related to the scope of work in one or more than one of ORGANIZATION Programmes (Child Protection, Education, Social Protection and Adolescent Development).

WORK EXPERIENCE

- At least three to five years of progressively responsible relevant work experience in technical area specific to ORGANIZATION Programmes (Education, Child Protection, Adolescent Development, Communication).
- At least three to five years of progressively responsible relevant work experience in project/programme management, monitoring and reporting. Experience in collecting and compiling quantitative and qualitative data is an asset.
- Experience working in a humanitarian context.
- Experience working with UN or NGO programmes/projects is an asset.
- Experience working with ORGANIZATION projects is an asset.

LANGUAGES

- Fluency in both verbal and written in English and Arabic.
- Fluency in Kurdish Language will be an asset.


Specific Vacancy Requirements
- Technical competencies in Field related to the Child Protection.
- Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
- Very good report writing skills.
- Capacity to work in an emergency context under stressful conditions and strict deadlines.
- Strong communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
- Good computer skills, including experience with various software applications.
- Experience and skills in data collecting and analysis (Arc Map, Power Pi) will be an asset.
