Responsibilities
The Monitoring Officer is responsible for planning, implementing, and reporting on monitoring and evaluation (M&E) activities across the Reintegration Programme. This includes conducting field visits, collecting and analyzing reintegration data, evaluating service delivery, and contributing to reports and dashboards that track program performance, outcomes, and impact.
• Monitoring, visits to the locations of returnees’ occupation
• Evaluating, presence, acquainting skills, and reporting.
• Conduct regular follow-up interviews, surveys, or assessments to evaluate participants' adaptation to their new environment.
• Timely reporting arrangements are in place and being implemented to ensure that the reporting requirements are met on time.
• Collect and document data on participants' reintegration status, including challenges and successes.
• Participate in program impact evaluation, collecting feedback from individuals, community members, and stakeholders.
• Pre-Monitoring visiting locations of placement before signing the agreements.
• Provision of regular updates and input in monitoring of project activities, to assess overall project implementation concerning project objectives, outputs, and indicators.
• Responsible for maintaining regular communication with the returnees (beneficiaries) to ensure that they receive the full range of ETTC services.
• Coordinate all aspects of programme monitoring and reporting, ensuring data is of high quality and produced on time.
• The monitor will be expected to track the progress of the services provided, address any concerns raised by the returnees, and ensure that all activities are carried out effectively.
• Conduct support visits regularly and report findings to the programme and project team.
• On an ongoing basis, ensure that project monitoring data is collected, stored, and analyzed clearly and professionally. Working closely with the project Officer ensures that all data is verified and cleaned before analysis and archiving.
• Track program impacts against targets, indicators, and organize goals.
• Performs other related or additional duties as it is necessary and assigned by the managing directorate or the Project Manager of the Reintegration Programme.


Qualifications
• Bachelor’s degree in Social Sciences, Development Studies, Business Administration, Statistics, or a related field.
• Minimum 2 years of relevant work experience, especially in monitoring, evaluation, or field follow-up (NGO experience preferred).
• Strong knowledge of data collection methods, field observation, and evaluation tools.
• Good understanding of reintegration issues and the challenges returnees may face.
• Strong computer skills (MS Excel, Word, digital data tools).
• Experience with M&E tools and reporting systems is an asset.
• Excellent organizational and communication skills.
• Fluent in Arabic with working proficiency in English (written and spoken).
• Ability to work independently and collaboratively as part of a team.
• High level of integrity, responsibility, and confidentiality.
