Responsibilities
SHEILD is seeking a proactive and experienced Resource Mobilization and Fundraising Officer to lead donor engagement and fundraising strategies that support the organization’s development and humanitarian programs in Syria. This role is essential in building a strong funding base, cultivating partnerships, and ensuring the sustainability of SHEILD’s mission.

Key Responsibilities
Fundraising Strategy & Donor Engagement
• Develop and implement effective fundraising strategies aligned with SHEILD’s mission and goals.
• Identify, track, and pursue funding opportunities from international foundations, bilateral and multilateral donors, embassies, INGOs, local organizations, private sector partners, and individual philanthropists.
• Build and maintain strong relationships with donors, partners, and funding organizations in Syria.
• Prepare and submit concept notes, expressions of interest, and proposals, ensuring alignment with donor priorities.
• Organize and participate in fundraising events and donor campaigns.
• Develop partnerships with corporations and business leaders to explore CSR-based funding and co-branded initiatives
• Coordinate closely with the Deputy Chairperson of the Board and Chairman of the Board to align donor priorities with organizational objectives.

Proposal Development & Reporting
• Support program teams in drafting project proposals, including logical frameworks, budgets, and narratives that reflect donor requirements.
• Assist in developing logical frameworks, budgets, and results-based project outcomes tailored to donor expectations.
• Submit weekly reports summarizing donor outreach, activities, and funding progress.
• Prepare and regularly update a detailed quarterly work plan including objectives, processes, and expected outcomes.

Networking & Representation
• Represent SHEILD in meetings with donors, development agencies, INGOs, and UN bodies operating in Syria.
• Establish and strengthen relationships with local authorities and national institutions to support fundraising efforts.
• Participate in relevant sector working groups, networks, and coordination forums to enhance visibility and collaboration.



General Duties
• Travel within Syria as needed for site visits and donor engagement meetings.
• Carry out other responsibilities as assigned by the Deputy Chairperson of the Board and Chairman of the Board.


Qualifications
Qualifications and Experience
• Advanced university degree (Master’s or equivalent) in law, international relations, social sciences, communications, or a related field. Equivalent experience may be accepted in place of a Master’s degree.
• Minimum of 7 years of experience in fundraising, donor relations, or resource mobilization.
• Deep understanding of the donor landscape and development context in Syria.
• Experience engaging private sector entities or individual donors is an asset.
• Demonstrated success in securing funds from international and local donors.
• Strong writing and editing skills for proposal and report development.
• Fluent in English and Arabic; French is an asset.
• Strong interpersonal skills and ability to build networks.
• Professional, diplomatic, and ethical approach to communication and representation.
• Self-starter with the ability to work independently in a hybrid environment.
