Responsibilities
Key responsibilities (Technical, Leadership, People and Resource management):
Information and Systems Management:
Responsible for managing the CRIMSON system as the main tool for donor contract management; maintaining up to date allocation, income, reporting and other contract records.
Support the Business Development Manager to collaborate with finance staff and the OPAL Focal Point in country to align CRIMSON allocations, OPAL budgets and PeopleSoft expenditure, ensuring that all variances are rectified in a timely manner.
Leads on review and preparation of OPAs and review and signature of donor contracts.
Provide training and support to programme and other staff on the use of CRIMSON.
Contribute to regional monitoring reports particularly on compliance and system maintenance issues.
Support in accurately filling and sharing Funding Grids and Forecast Income growth on a periodic basis.
Support the finance team with Monthly Finance Reporting and follow up to ensure regular review and analysis of spending.
Lead on preparation of NCE and/or modification and contract amendments, in coordination with Funding Coordination.
Fundraising and Proposal Development:
Supports the Business Development Manager and programme teams on the development and submission of high-quality concept notes and project proposals to donors, including providing information on donor requirements and submission schedules.
Supports the Business Development Manager in maintaining donors’ relations through regular updates about projects developments or other issues as per request of donors, affiliates, and other members of Oxfam Federation.
Support in Reporting and Management of Restricted Funds:
Manages the review and submission of high quality financial and narrative reports, ensuring consistency, accuracy, clarity and timely submission in compliance with Oxfam policies and procedures as well as donor contractual requirements.
Works with programme and finance staff to continuously improve the quality of Oxfam's reporting.
Provide effective coordination, with Oxfam GB and other Oxfam Affiliates colleagues at country/region/HQ level, for reporting, overseeing scheduling of the reporting development process.
Leads on quality control of funding processes and communications, recommending changes to processes, highlighting lessons learned and advising on risk management of grants.
Support in Capacity Building:
Coordinates contract start-up and other compliance training sessions.
Review partner grant budgets, activity plans and partnership agreements to ensure compliance with donor requirements and Oxfam policies and procedures.
Any other duties that may be reasonably required of the postholder.

Bachelor's Degree, preferable in Finance, Business administration, Social Science, International Relations or any other discipline that it is relevant to the position.
At least 3 years of experience and knowledge of managing funds from institutional donors, including significant experience of donor compliance and donor liaison, for donors such as DG MENA, DG ECHO, FCDO, BMZ, GFFO, and UN agencies.
Demonstrated experience in program development and implementation, either through grant management experience (as part of a fundraising/grants management team) and/or direct program management/implementation (as part of a project/program management team).
Experience of preparing and securing donor funds (new business).
High level of attention to detail and analysis to ensure that donor compliance and reporting meet Oxfam’s and donors’ high standards.
Well-developed report writing skills and experience of financial/budget review and analysis.
Sound skills in capacity building / start up workshops in relation to donor compliance.
Self-motivated, target-driven and an entrepreneurial approach to contract management
A team player with highly developed interpersonal, influencing and relationship skills.
Excellent communication skills; both written and verbal (English).
Good administrative and numerical skills and attention to detail.
Ability to manage her/his time effectively. Willing and able to adapt priorities in order to respond to changing demands.
Ability to meet tight deadlines.
Desirable:
Good understanding of Middle Eastern political context.
