Responsibilities
The FSL & Cash Officer is responsible for the technical implementation, coordination, and quality assurance of all Food Security, Livelihoods (FSL), and Cash-Based Interventions (CBI) within Mission East’s Syria program. The Officer will lead needs assessments, design and oversee cash and voucher assistance (CVA), supervise field teams, and coordinate with local authorities and implementing partners (e.g., SARC). The position ensures that FSL and cash programming are evidence-based, inclusive, and aligned with sectoral standards and donor requirements.
Qualifications
Education:
• Bachelor’s degree in agriculture, Business Administration, Economics, or a related field.
• A master’s degree in a relevant field is a strong asset.
Experience:
• Minimum of 3–5 years of experience in FSL and/or cash programming in humanitarian or development settings.
• Proven experience in implementing cash and voucher assistance (CVA) using digital and manual delivery mechanisms.
• Experience working with national partners and engaging with community structures.
• Experience conducting field assessments and post-distribution monitoring.
Technical Skills:
• Solid understanding of cash transfer programming modalities and best practices.
• Knowledge of market assessment tools and humanitarian tools (e.g., KOBO, ODK, Excel).
• Familiarity with food security frameworks (IPC, HEA, etc.) is desirable.
• Strong reporting, planning, and coordination skills.
Language Skills:
• Fluency in Arabic (written and spoken) is essential.
• Fluency in English (written and spoken) is essential.
