Responsibilities
LIST OF MAIN TASKS

Purchasing & Procurement:

Participate in analyzing the purchasing environment at the national and regional level in close collaboration with the Supply Coordinator.

Participate in controlling SI purchasing procedures and ensuring compliance with donors' funding rules and regulations.

Assist in preparing call-for-tender documents when the purchase base is Erbil, Amman, or Gaziantep.

Select suppliers and negotiate prices, deadlines, and delivery methods when the purchase base is Erbil, Amman, or Gaziantep.

Ensure monitoring of supplier relationships.

Review valid customs procedures and documentation (import–export, tax exemptions) in the country of intervention.

Receive and verify purchase files and framework dossiers prepared on LINK (internal ERP) by supply managers before forwarding them to the Supply Coordinator.

Coordinate with the Finance Department to ensure supplier payments are properly managed when the purchase base is Erbil, Amman, or Gaziantep.

Support the Log/Supply Coordinator in setting up new framework agreements in Erbil, Amman, or Gaziantep to support base procurement.

In collaboration with the Log/Supply Coordinator, validate procurement tables and purchase schedules.

Conduct market assessments at national and regional levels together with the supply supervisor in Gaziantep and supply support in Amman.

Participate in the purchase of durable equipment according to Solidarités International standards and ensure validation by the HQ Desk Logistician.

Follow the delivery of Paris purchases to bases via Erbil, Amman, or Gaziantep.

Shipments & Customs:

Monitor national and international shipments linked to base purchases in coordination with the Supply Coordinator.

Oversee customs clearance procedures for imported materials, in close cooperation with SI logisticians in Erbil, Amman, and Gaziantep, and with NWS and NES Log Managers.

Human Resource Management:

Appraise personnel under direct supervision.

Upon request from the Log/Supply Coordinator, organize training workshops related to procurement and purchasing procedures.

Support supply supervisors and officers in achieving their tasks and objectives.

Reporting & Capitalization:

Update the validation FU weekly.

Ensure price and supplier files are compiled and regularly updated.

Participate in base meetings related to supply.

Represent Solidarités International with suppliers and local authorities when required or delegated.

Ensure all supply documents and SoPs are properly archived on SharePoint.

Assist in preparing hard archives for shipment to HQ.

Qualifications
Education & Experience:
Bachelor’s degree in Logistics, Supply Chain Management, or a related field.
+5 years of experience in the humanitarian sector (INGOs)
+3 years in a similar position

Technical Skills:
Solid expertise in procurement and supply chain management, including tenders, framework agreements, and compliance with donor rules
Strong understanding of customs procedures, import/export regulations, and tax exemptions
Proficiency in ERP systems (e.g., LINK) and supply documentation management
Experience coordinating multi-base procurement operations
Ability to conduct market assessments and supplier evaluations at national and regional levels
Skilled in managing international and national shipments and supporting customs clearance
Capable of training and supervising supply staff, and ensuring proper archiving and reporting

Transversal Skills:
Strong leadership and team management skills, including appraisals and capacity building
Excellent organizational, analytical, and problem-solving abilities
Effective communication and negotiation skills with suppliers and internal stakeholders
High attention to detail, procedural compliance, and documentation accuracy
Adaptability and coordination in complex, multi-base humanitarian environments
Integrity, discretion, and accountability in handling sensitive supply operations

Salary and Benefits
SI will offer a monthly salary of 2,070 USD, along with a comprehensive benefits package.
