Responsibilities
• Maintain and implement HEKS/EPER’s financial and administrative systems in compliance with the Field Financial and Administration Guidelines (FFAG) and local legal requirements (tax, social security, etc.).
• Conduct double-entry bookkeeping using HEKS-approved accounting software (accrual basis).
• Ensure proper documentation and filing (electronic/physical) for all financial records, including project and bookkeeping documents.
• Support in preparing the monthly reconciliations, year-end closures, and the preparation of quarterly financial reports (balance sheets, income statements, cash flow forecasts) for HQ.
• Assist in drafting the annual country program budget and phase budgets under the Finance Manager’s guidance.
• Monitor financial transactions to minimize risks (e.g., bank transfers with dual signatures, segregation of duties, reliable banking partners).
• Ensure adherence to HEKS/EPER’s procurement, logistics, and HR procedures.
• Support in preparing documentation for internal and external audits and support the implementation of audit recommendations.
• Support in training partners on HEKS/EPER’s accounting regulations, budget, administration, and reporting guidelines according to the FFAG.
• Support in monitoring the flows of funds between the HQ and the partner, as well as between the CO and the partner.
• Maintain an organized filing system for projects and financial documents for the projects to accommodate all aspects of HEKS/EPER’s work according to FFAG.
• Supporting the Finance Manager in organizing and conducting consultants’ and partners’ visits, training sessions and meetings.


Qualifications
• University Degree in Finance and Accounting.
• Minimum 2 years’ relevant experience in a similar finance function in an INGO, NNGO.
• Proven ability for allocation and budgeting, cash flow forecasting, and financial analysis and monitoring.
• Good knowledge of all relevant national and international accounting standards.
• Previous work experience in accountancy, transactions, booking, monitoring and generating financial data.
• Good knowledge in logistics and human resources.
• Excellent analytical and conceptual skills.
• Good communication skills and conversational command of English (spoken and written).
• Ability to work in complex environments and to ensure that deadlines are met by internal and external stakeholders (good prioritization and time management skills).
• Ability to ensure that internal and external stakeholders understand and duly follow HEKS/EPER’s procedures and guidelines.
• Excellent IT and computer skills (particularly Microsoft Excel and accounting software, preferably experience in MS Business Central).
• Diligent and trustworthy person with appropriate attention to details.
• Excellent team player and social capabilities.
• Good knowledge of relevant local laws and obligations (labor, tax, social security, etc.).
• Available for frequent local and national travel.
• Professional, cooperative, efficient, and effective working attitude.
