Responsibilities
1.Develop and update procurement plans including costing, scheduling and applicable procurement methods, and ensure timely delivery of results (goods and services).
2.Conduct market research to identify new suppliers and maintain a strong portfolio of reliable vendors relevant to the AKHS activities.
3.Check accuracy of the Purchase Requests (PRs) and Prepare Purchase Orders and contracts.
4.Analyze and review specifications and terms of reference to ensure completeness, accuracy and compliance with quality standards.
5.Manage all procurement activities, both internal and external, including tendering and bidding processes, ensuring they are conducted in compliance with AKHS procurement guidelines and aligned with organizational needs and timelines.
6.Analyze the purchase request from the user departments and determine the appropriate method of procurement, Quotation, and Request for Proposal.
7.Ensures that procured health products comply with international and national standards.
8.Monitor suppliers’ performance with respect to the quality and timely delivery of goods and services. Ensure quality review of submissions.
9.Implement the internal control system, which ensures that Purchase Orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
10.Prepare and maintain up-to-date price lists for all major suppliers.
11.Ensure all the contracts are renewed as and when due for renewal.
12.Ensure the completeness and accuracy of all procurement documents before processing payments.
13.Coordinate with finance team to follow up payments.
14.Participate in the continuous improvement process of procurement dept, by adding to the rationale of the sequence of: lessons learnt, suggested solutions, and issues solving.
15.Ensure all procurement activities comply with AKHS policies, relevant codes of conduct, procedures, and donor standards.
16.Ensure that requesters receive their requested goods or services in a timely manner
17.Maintain accurate and organized archiving of all procurement documents.
18.Develop and maintain strong relationships with key suppliers to ensure continuity of supply, resolve disputes, and negotiate favorable terms.
19.Collaborate with staff on new standing agreements, ensuring staff awareness of product lines of the suppliers.
20.Manage urgent procurement needs effectively during emergencies or health crises, ensuring timely and compliant delivery.
21.Prepare and submit periodic procurement reports, including procurement status, cost savings, supplier performance, and compliance metrics.

Qualifications
•University degree in accounting, finance, business administration or any related field, Preference will be given to the holder of Diploma in Procurement and Supplies Management.
•At least 4 years’ experience in the field of procurement and supply management, preferably in health and medical equipment and supply.
•Experience in using computers and Office software (MS Word, Excel, etc.).
•Language Requirements: Fluency in spoken and written English and Arabic.
