Responsibilities
Context and Background:
Terre des hommes Foundation is an independent, neutral, and impartial Swiss organization founded in 1960, dedicated to bringing about significant and lasting change in the lives of children and young people, especially those most at risk. Tdh ensures their well-being and the effective implementation of their rights as defined in the Convention on the Child's Rights and other human rights instruments. To make a differ-ence, Tdh focus our efforts on maternal and child health, children and young people in migration situa-tions, and access to justice.
Tdh has been actively involved in Syria since 2021, offering essential protection services to children and families impacted by the Syrian crisis and earthquake. Tdh’s efforts in Syria focus on addressing and pre-venting child protection issues, enhancing community-based protection mechanisms in affected areas, and delivering access to justice, education and WASH services to the most vulnerable children and their families in Aleppo, Lattakia, and Rural Damascus.

General Responsibility:
The Project Manager is responsible for the effective and timely implementation of the project in Lattakia. She/he will be responsible for the implementation of activities with a strong focus on staff care, quality intervention and beneficiary-focused approach. and ensuring the project has what it needs in terms of support resources. She/he will be responsible for adequate budget execution based on the donor rules and requirements; management of the project teams; adequate and timely reporting; maintain project related stakeholders’ relationships and ensuring appropriate coordination and Tdh representation. She/he will work in closed collaboration with the Program Coordinator and Technical Team.

Specific Responsibilities:

Project Planning and Implementation:
- Lead planning and implementation of CP and Education activities according to the work plan, develop necessary tools to break down timelines and targets, delegate responsibilities and track progress.
- Ensure that activities are appropriately monitored and evaluated, by ensuring the relevant tools for data gathering and accountability towards affected people are in place, in coordination with the MEAL team.
- Contribute to the initial and regular assessments and research carried out within the project and also at the program level as required by management.
- Prepare realistic budget forecasting and follow up on expenditures related to the project.
- Participate in project revisions including adjustments to interventions, targets and budgets.
- Prepare timely procurement planning and purchase requests in line with the project plans and needs.
- Identify logistic and admin support needs related to the projects and communicate these to the relevant log/admin support person.
- Follow up on staff recruitment for the project with the HR department and ensure their performance objectives are set and appraisals are done on time.
- Review and finalize the project follow-up (PFU) tool, and the FMT (budget projection) under the supervision of the program coordinator.
- Promote a constructive, motivational and respectful working environment within the team.

Monitoring and Reporting:
- Responsible for indicator progress ensuring indicators are duly measured with the support of M&E team.
- Ensure the implementation of M&E tools to measure the indicators according to MEAL plan.
- Ensure that data needed to inform indicators is available and analyzed for reporting purposes.
- Closely follows the M&E plan in collaboration with M&E department.
- Works with M&E department in the implementation of the database tools and field testing of the tools.
- Ensures correct data protection procedures and filing.
- In coordination with the MEAL department and the compliance unit, s/he ensures proper documentation and archiving of key information sources outlined in the different internal control manuals and donor guidelines/ regulations for ongoing review, verification and validation.
- Share weekly and monthly monitoring reports to the coordination office and Program Coordination.

Coordination and Representation:
- Regularly liaise with local authorities and the directorate of relevant ministries at the governorate and district levels.
- Ensure Tdh represent Tdh's interest in relevant district, governorate and operational coordination forms as required by the management.
- Ensure full coordination with communities and community leaders that’s required for the project and in alignment with AAP standards.
- Coordinate and communicate with technical teams and the support units within the delegation to ensure timely, quality and smooth project implementation.

Safety and Security:
- Overall security management of the Lattakia office supported by the security unit in the coordination office.
- Support in updating safety and security matrix and apply Tdh safety regulation.
- Ensure and facilitate prompt sharing of information and action on all events relating to security issues to the Liaison officer and Country representative.
- Make sure that staff under your supervision follow Tdh security guidelines.
- Regular follow-up/feedback and analysis of the security situation in the project areas

Admin & Finance:
- Ensure financial follow-up and cost-effectiveness of financial resources of the project.
- Supervision of Admin Finance Asst and Log Asst at field level and organize daily day to day tasks in this regard.
- To ensure close coordination between Damascus and field office Lattakia in terms of monthly financial reporting, sending cash count reports and other financial documents.
- To ensure Tdh financial, logistics and HR guidelines are followed at the field level and closing monitoring of procurement / other tasks as budget holder ( based on Country profile form threshold defined).

Safeguarding Policy (Global Code of Conduct):
- Implement Global Code of Conduct ( GCC ) Child Safeguarding Policy (CSP), Policy on the Protection from sexual exploitation and Abuse ( PSEA ) , Directive on staff misconduct at workplace and GBV, Operational Risk Management
- Undertake to ensure the best possible practical implementation of the safeguarding policy (Global Code of conduct) and the management of operational risks in his/her area of intervention and within his/her team.


Qualifications
Qualifications:
Professional diploma, master's or university degree in project management or relevant sector.

Experience:
Previous experience with an INGO or UN agency is mandatory.
At least 5 years’ experience working in the humanitarian sector.

At least 5 years of Project management experience and a detailed under-standing of project cycle management are critical.

Skills:
Required qualities: organized, structured, creative thinking, time-management, adapting to barriers and challenges, sense of human rela-tions, diplomacy, communication skills, ability to work under pressure.
Desirable: proactive, autonomous, rigorous, analytical, willing and motivated to work in an international and intercultural context.

Langues:
Excellent written and spoken English.

IT Knowledge:
Familiar with usual IT tools and Microsoft.
