Responsibilities
1. Check & review all purchase requests and related documents prepared by MIS and IT Purchasing Buyers.
2. Ensure obtaining requesters’ business need, clarifications and justifications for requested materials/services to ensure smart spending.
3. Review the technical specifications of the received requests against the pre-defined requirements.
4. Communicate with concerned for project type of complicated materials requests.
5. Ensure the quality & best price of received samples to present it to the beneficiary department.
6. Ensure choosing the best provider, the preparation and issuing of RFQ “Request for Quotation” and RFI “Request for information” to the providers, according to beneficiary department request.
7. Review the evaluation received from Buyer regarding provider’s performance and suggest disqualifying and send recommendations to HOU.
8. Review the commercial evaluation of received offers, negotiate offers with providers when required, and ensure getting the best deals in all terms.
9. Handle received provider’s complaints and ensure effective solving.
10. Ensure providing beneficiary department with any needed clarification regarding their requests.
11. Apply regular check for goods and prices in the local market.
12. Visit Provider’s premises when needed, negotiate prices and get quotations.
13. Review weekly reports prepared by MIS & IT Purchasing Buyers and prepare section weekly report and send it to Head of Unit.
14. Interview candidates and provide recommendations to direct line of Authority.
15. Monitor and ensure efficient and appropriate use of resources (financial, human, physical, IT ….etc.) to achieve planned goals and support smart spending strategy.
16. Prepare Section’s yearly budget as per the Company's Goals and Corporate Objectives.
17. Cascade Unit Objectives into Section and Individual Objectives and ensure proper alignment.
18. Prepare, measure and maintain accurate Section & Individual KPIs on regular basis.
19. Coach, develop and motivate team members to reach optimum performance and successfully contribute in achieving Corporate, Department, and Unit Objectives.
20. Develop & maintain Syriatel Quality Management System effectively & efficiently.
21. Conduct Staff Meeting with team members in all regions on quarterly basis to reinforce Corporate Culture and Values and discuss team related issues and concerns.

Qualifications
1. Education: Bachelor’s Degree in IT, Computer Engineering or equivalent.
2. Experience: 5 years of experience in procurement is required, preferably in Telecom.
3. Professional Certification: SPSM is a plus.
