Responsibilities
- He/She conducts site reception for HEKS/EPER planned activities.
- He/She conducts the necessary assessment and prepares accurate BOQ that reflects and serves the project objective.
- He/She supports the infrastructure officer in drafting the tendering documents and tender evaluation.
- He/She ensures that the project activities are carried out according to the planned activities and ascertains the accuracy of the qualities and the quantities of the BOQ that are being used in coordination with the infrastructure officer.
- He/She ensures that all materials used and works performed are in accordance with the specifications indicated in the BOQ in the contract document, in coordination with the infrastructure officer
- He/She reviews and agrees on the quantity, quality, and cost of the materials mentioned in the BOQ, which are used by the Contractor.
- He/She ensures that the work is in timely progress in order to meet agreed deadlines.
- He/She conducts site handovers (Temporary & Final).
- He/She oversees quality control, health, and safety matters of workers on the project site.
- He/She resolves any unforeseen technical difficulties and other problems that may arise in the process of the work, and reports to the management in coordination with the infrastructure officer
- He/She reports issuing weekly reports.
- He/She coordinates and liaises with local authorities.

Qualifications
Education:
- University Degree in Civil Engineering, Architecture, Engineering, Mechanical, or Electrical Engineering.
Professional experience:
- At least 1 year of experience in engineering projects in INGOS/NGOs.
- A proven background in the bakery (bakery rehabilitation/production lines installation), WASH projects, and public facilities infrastructure (e.g., schools).
- Sufficient understanding of the requirements of all stakeholders related to bakery, WASH, and infrastructure projects.
- Significant established network.
Knowledge and skills:
- English: Fair level in English (oral and written)
- Proficient user of MS office (including Word, Excel, Outlook, PowerPoint, and Power BI).
-Proficient user of AutoCAD – Revit and GIS (is a plus).
- Good knowledge with SPHERE standards.
- Good knowledge of the humanitarian needs in Homs & Hama, and how to reflect in our assessment and implementation.
Personal skills:
- Ability to work in a structured manner and independently with limited oversight.
- Excellent data analysis and report-writing skills.
- Excellent negotiation and communication skills.
- Diplomacy, open-mindedness, and representation skills.
Working Terms:
- HE/She works under the management of the WASH/Infrastructure Manager (indirect)/ Infrastructure Officer (direct).
- He/She should be committed to site visits and follow up with parties concerned in the field.
- He/She should be committed to meetings, briefings, and updates to the program team.
- He/She should issue the required narrative/quantitative reports on time.
- He/She should submit all documents required to the financial and logistics department on time.

Specific Vacancy Requirements
