Responsibilities
The Finance Officer will be responsible for developing and maintaining SSEF’s financial management systems. This includes ensuring accurate bookkeeping, preparing financial reports, supporting budgeting processes, overseeing compliance with donor regulations, and providing financial guidance to programme teams. The role is designed for a mid-level professional with practical financial management experience, able to set up processes in a newly established organisation.
Key Responsibilities
Financial Management; Systems Set-Up
Develop and implement financial procedures, policies, and internal controls.
Establish accounting systems and maintain accurate records of all transactions.
Ensure compliance with donor financial guidelines and Syrian regulatory requirements.
Draft and maintain financial reporting templates and tools.
Budgeting and; Reporting
Support the development of project and organisational budgets.
Track budget expenditures and alert the Project Manager to any variances.
Prepare monthly, quarterly, and annual financial reports for management and donors.
Contribute to donor narrative reports with financial data and analysis.
Cash and; Payment Management
Oversee day-to-day financial operations, including payments, payroll, and petty cash.
Ensure proper documentation, authorisation, and filing of financial transactions.
Reconcile bank statements and cashbooks regularly.
Compliance and; Audit
Ensure all financial practices comply with donor, organisational, and statutory requirements.
Prepare documentation for internal and external audits.
Capacity Building and; Support
Support non-finance colleagues in budget monitoring and compliance.
Promote a culture of financial accountability and transparency across the organisation

Qualifications
University degree in Accounting, Finance, Business Administration, or a related field.
Minimum 4 years of progressive experience in financial management, preferably in NGOs or donor-funded projects.
Demonstrated experience in bookkeeping, financial reporting, and budget monitoring.
Knowledge of donor regulations (e.g., UN, EU, INGO donors) an advantage.
Strong analytical, organisational, and problem-solving skills.
Fluency in Arabic required; good knowledge of English (written and spoken) desirable.
Skills and Competencies
Proficient in MS Office (especially Excel); familiarity with accounting software is an asset.
Strong attention to detail and accuracy.
Ability to work independently and as part of a team.

This is a part-time position (80 hours/month) based in SSEF Office at the Al-Sabbourah Learning Centre (Damascus suburbs), with possible travel to other locations within Damascus.

The Finance Officer is required to adhere to SSEF’s Code of Conduct and Child Protection Policy, upholding the highest standards of integrity, accountability, and safeguarding.
