Responsibilities
The MEAL Officer will establish and operationalise the MEAL system of the Foundation. This includes developing tools, procedures, and practices to track programme performance, measure results, ensure accountability to affected communities, and promote organisational learning. The role is suited for a candidate with practical experience in MEAL who is motivated to take ownership of system set-up in a growing organisation.
Key Responsibilities
System Development and Set-Up
Design and roll out a MEAL framework for the Foundation aligned with donor requirements and sector standards.
Develop project-specific logical frameworks, indicators, and performance tracking tools.
Establish data collection, management, and storage protocols to ensure data quality and protection.
Draft and maintain MEAL-related guidelines, SOPs, and reporting templates.
Monitoring and Data Management
Develop and test monitoring tools (quantitative and qualitative) for ongoing projects.
Conduct regular data collection and verification, ensuring reliability and consistency.
Maintain an updated beneficiary database and ensure data is disaggregated (age, gender, etc.).
Produce monitoring reports and share findings.
Evaluation and Learning
Support baseline, midline, and endline assessments of projects.
Facilitate after-action reviews and learning workshops with staff and stakeholders.
Document good practices, lessons learned, and recommendations.
Accountability and Feedback Mechanisms
Establish and manage a safe and accessible feedback and complaints mechanism for project participants.
Ensure all feedback is documented, analysed, and addressed in a timely manner.
Promote a culture of accountability and participation among staff and communities.
Reporting and Capacity Building
Contribute to donor narrative reports with accurate data and analysis.
Build the capacity of the Learning Centre’s staff in MEAL concepts, tools, and practices.
Provide coaching and on-the-job support to colleagues to strengthen internal MEAL ownership.

Qualifications
Required Qualifications and Experience
University degree in social sciences, statistics, development studies, or related field.
Minimum 2-3 years of experience in MEAL or programme quality functions in humanitarian or development organisations.
Demonstrated experience in designing data collection tools, conducting field monitoring, and managing databases.
Knowledge of accountability standards and participatory approaches.
Strong analytical, writing, and presentation skills.
Ability to work independently, take initiative, and set up systems with limited supervision.
Fluency in Arabic and English is required.
Skills and Competencies
Solid understanding of MEAL principles (logical frameworks, indicators, surveys, qualitative/quantitative methods).
Proficient in MS Office; familiarity with Kobo, ODK, or other digital data collection platforms.
Good interpersonal skills and ability to work with diverse teams and communities.
Strong sense of integrity, confidentiality, and commitment to safeguarding principles.

Specific Vacancy Requirements
Reporting Lines
The MEAL Officer reports directly to the Project Manager and works closely with the Finance, and Centre Manager.
Required Qualifications and Skills
University degree in Project Management, Social Sciences, Education, Development Studies, or a related field.
Minimum of 5-7 years experience managing donor-funded projects in humanitarian or development contexts.
Strong understanding of project cycle management, including planning, budgeting, monitoring, and reporting.
Excellent communication, coordination, and leadership skills.
Fluency in Arabic and English (written and spoken).
Strong organisational skills with the ability to manage multiple priorities under pressure.
Duration and Level of Effort
This is a part-time position (80 hours/month) based in SSEF's Office at the Al-Sabbourah Learning Centre (Damascus suburbs), with possible travel to other locations within Damascus.
