Responsibilities
Project Coordination
• Develop a detailed work plan and timeline for the guide development.
• Coordinate preparatory, design, and training workshops (logistics, invitations, agendas, minutes).
• Liaise with MOSAL, donors, and NGOs to ensure participatory consultation.
Technical & Content Support
• Provide technical inputs on NGO governance and Syrian legal frameworks.
• Consolidate inputs from legal experts, content writers, and NGO representatives.
• Review drafts for clarity, consistency, and compliance with MOSAL regulations and best practices.
Capacity Building & Dissemination
• Facilitate training workshops in governorates to launch and explain the guide.
• Ensure guides are published in both print and interactive digital formats.
• Support monitoring and feedback mechanisms (surveys, complaints response).
Reporting & Documentation
• Maintain accurate records of workshops, consultations, and stakeholder inputs.
• Draft progress reports and contribute to the final project report.
• Monitor expenses against the allocated project budget.


Qualifications
• University degree in Law, Social Sciences, Public Administration, or International Development (Master’s preferred).
• At least 5 years of experience in NGO governance, project coordination, or capacity-building.
• Previous experience in developing manuals/guidelines and conducting multi-stakeholder consultations.
• Strong knowledge of Syrian NGO laws and MOSAL regulatory frameworks.
• Excellent facilitation, organizational, and communication skills.
• Fluency in Arabic and English (spoken and written).


Specific Vacancy Requirements
Travel to governorates.

Salary and Benefits
As per FCA salary scale
Contract will be Service contract for 3 months renewable according to the budget availability and performance.
