Responsibilities
Under the overall guidance of the Deputy ORGANIZATION Representative and the direct supervision of the Health Information Management and Risk Assessment Lead, in close coordination with the ORGANIZATION Emergency Team Lead, the incumbent will provide technical support in data collection, information gathering, data quality assurance, assessments, information management as well as in monitoring ORGANIZATION activities in AS-Sweida governorate.
1. Unit/Section: Health Information System (HIS)
2. Scope of Work: HIS UNIT RESPONSIBILITIES:
▪ HeRAMS (Health Resources & services Availability Monitoring System) – support the gathering and timely input of data into the HeRAMS online platform. Provide on-job training of end-users at health facility level on data collection/gathering and data entry procedures. Jointly with MoH and MoHE HeRAMS focal points, verify and validate data collected to ensure its correctness and hence reliability as a source of evidenced decision making on planning, response, and resource mobilization for both ORGANIZATION programming, and the Health Sector partners as well as other stakeholders as a Whole:
- HeRAMS for Public Hospitals: 116 public health facilities data collection, mainly Hospitals on monthly basis.
- HeRAMS for Health Centers (PHC): health centers data collection on a quarterly basis
- HeRAMS for SARC: Syrian Arab Red Cross health facilities data collection on a quarterly basis
- HeRAMS for NGOs: Non-governmental organizations health facilities data collection – when launched
- HeRAMS for Private Health Facilities: under implementation in a phased approach – when launched
▪ Support surveillance of respiratory diseases and the timely and reliable data collection of inputs into HeRAMS, DHIS-2 and other data collection platforms – where applicable.
▪ Support the roll-out of new data collection tools developed in DHIS-2 platform for various ORGANIZATION/MoH programmes.
▪ Through the guidance of HIS team, support MoH Planning Department focal point of Civil Registration and Vital Statistics/Rapid mortality surveillance Information System (CRVS/RMS-IS) programme in ensuring data collection completeness and correctness, and monitoring system implementation.
▪ Data quality and cleaning checks – carryout regular data quality and cleaning checks on datasets uploaded on HIS supported information Systems such as HeRAMS, CRVS/RMS-IS, HMIS, Primary Health Care-IS, Secondary Health Care-IS etc. in coordination with the MoH / DoH / Health District focal points.
▪ Monitoring and reporting – attend HIS workshops, trainings and other activities in respective governorates then prepare and or submit technical reports, photos and participants list as means of verification in line with HIS Activity Assurance Plan (AAP). Support in the inventory of HIS distributed ICT and Network devices such as computers, servers, Sim cards, routers, network HHDs, printers, barcode readers/scanners, etc in various locations and health facilities including DoH, district health focal points etc.
▪ Monitor violence against healthcare – collect information, prepare, and produce flash reports on violence against healthcare using ORGANIZATION provided standard template of reporting.
▪ Support health sector and HIS unit in conducting assessments such as household assessments,
health facility level assessments, Knowledge, Attitude and Practices (KAP), satisfactory surveys, health district surveys, among others. Conduct field visits to communities, shelters, IDP camps etc. to assess the health situation and the services available in the surrounding health care facilities, using ORGANIZATION standard tools, such as health assessment tool, as required.
▪ Liaise with the officials at the MoH, DoH, the health directorate etc. and Central Bureau of Statistics in respective governorates to coordinate ORGANIZATION activities, support implementation, update secondary datasets (i.e., population, IDPs, etc.) as well as HIS related activities, as required.
▪ Provide regular up-to-dates of the health situation in selected areas such as hard to reached, among others.
▪ Collect information on the health services provided by mobile clinics/teams using the ORGANIZATION standard tool.
▪ Prepare a detailed monthly report with regards to tasks and activities carried out as well as priority areas identified in the course of the month as part of the execution of this role.
▪ Submit technical reports of work accomplished on a weekly, monthly, and quarterly basis as required

Qualifications
Education:
Essential
▪ A université degree in Information Management, Information Technology, Public Health and or Social Sciences.
▪ A 2-year diploma in the above fields with a minimum of 5 years of relevant experience
Desirable
- A specialist in information management, information systems, training in humanitarian response, Public Health, and emergencies.
Experience:
Essential
• Experience in data collection including conducting assessments.
• Experience in data quality assurance.
• Experience in monitoring and reporting.
• Experience in collaborating effectively with stakeholders and line ministries.
