Responsibilities
Data analyst is expected to monitor both Non-food Item and Livelihood & Economic Inclusion programs in Hassakeh and Raqqa, acting as third-party monitor:
1) MAIN TASKS & Responsibilities:

- Monitor all the distribution and interventions (activities, storage/distribution points, selection criteria, distribution criteria, etc.) on the ground as per guidance and SOPs provided by UNHCR.
- If requested, support the distribution partners in organizing the storage points, reporting on any excess stocks, damages, or short landings.
- If requested, support the partners and conduct NFIs and livelihood distributions and other activities up on the request from the organization.
- Attend livelihood small start-up grant interview panels and make recommendations for UNHCR livelihood staff.
- Conduct DDM (during distribution monitoring) and PIM (post-intervention monitoring) for both cash and in-kind livelihood programs, including small start-up grants, entrepreneurship training, etc.
- Assess and identify livelihood needs of vulnerable returnees.
- Conduct FGDs and join efforts in supporting reintegration of returnees and promote solutions program.
- Serve as entry point for UNCHR visit into new geographic locations and provide mission support.
- If requested, Logistics coordination, arrangements and follow for up/timely clearance at check points with the authorities on the ground to facilitate smooth movement of CRIs or any other until destination.
- Facilitate joint assessments, needs analysis and identification of gaps though providing gathered information.
- In close consultation with the organization, facilitate coordination of service provision and other defined activities in camps, urban and rural settings in Northeast Syria.
- Build good relationships with all actors present in last resort sites, urban and rural areas of Northeast Syria and facilitate networking and information gathering mechanisms.
- Prepare different type of reports as request (services mapping, qualitative, weekly, monthly, graphic representation …, etc.)
- Facilitators will prepare analytical report on the information gathered in accordance with the established weekly work plans.
- Conduct site visits to potential or actual activity locations as requested by the organization.
- Collect feedback from the persons we serve on NFIs/livelihood and other assistance/services provided as per adopted guidelines and SOPs.
- Conduct field visits to location of displacement or return and prepare situation report up on the request from the organization.
- Monitor and evaluate field and livelihood and protection programs implemented directly by UNHCR or partners as per set baselines and indicators as per guidelines of UNHCR.
- In close consultation with UNHCR, facilitate coordination of livelihood interventions and other defined camp, rural, urban livelihood activities.
- Collect socio-economic data and information on the market dynamics for further analytical use and design of new projects.
- Conduct baseline and endline assessment for livelihood programs.
- Conduct assessment regarding socio-economic infrastructures, agriculture and livestock and other livelihood projects in SOQ’s AoR.
- Build good professional relationships with all actors present in the field to facilitate networking and information gathering.
- Facilitate joint assessments, needs analysis and identification of gaps, and market assessment.
- Serve as an entry point for UNCHR visit into new geographic locations in camps, urban and rural setups.
- Monitor access of forcibly displaced persons and returnees to market and essential services and work with livelihood and protection team to create an enabling environment.
- Conduct ad hoc site monitoring visits to all geographical areas in Raqqa & Hassakeh as requested by UNHCR
- Perform any other tasks as required by the supervisor.





Qualifications
EDUCATION

- University degree in a field related to the scope of work (e.g. Business administration, economics, development studies, ...etc)


WORK EXPERIENCE

- Prior experience (5) years in monitoring, coordinating, assisting, assessing, conducting non-food items (NFI) distributions & livelihood & economic inclusion interventions within a humanitarian and development contexts
- Familiarity with the local context of Northeast Syria and understanding of the cultural, social, and economic dynamics of the area.
- Familiarity with the logistics and processes involved in NFI distributions, including inventory management, and distribution mechanisms.
- Experience in conducting needs assessments, beneficiary targeting, and monitoring of NFI distributions & livelihood interventions.
- Experience in monitoring & evaluation in subsector of livelihood programming: agriculture, small businesses, market assessment, cash-for-work, entrepreneurship, vocational training, socio-economic infrastructure projects.
- Previous work experience with UNHCR or other UN agencies, particularly in similar operational or humanitarian contexts
LANGUAGES

- Fluency in Arabic, and English language is an asset.

- Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
- Capacity to work in an emergency context under stressful conditions and strict deadlines.
- Good communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
- Good computer skills, including experience with various applications, with more focus on computer skills linked to the scope of required work.
- KOBO or other data gathering tool.
