Responsibilities
- Facilitate two-way communication between the organization -persons of concern and guide persons of concern to access services, including services provided by the organization and humanitarian actors.
- Keep the organization abreast of any changes in situation of persons of concern in area of responsibility, report on specific issues requiring organization attention/intervention and identify solutions under the guidance of the organization focal point,
- Identify, refer and follow up on individual cases in need of assistance, facilitate their access to services with guidance provided by the organization focal person.
- Facilitate the organization missions to relevant locations (in area of responsibility) organize/facilitate community meetings/consultations, meetings with relevant stake holders on ground as and when advised,
- Support the organization with information dissemination campaigns to the PoCs with regards to the organization interventions, programs, and partner services.
- Monitor/track and report displacement/return movements and conduct rapid needs assessments.
- Produce weekly/periodic reports, and daily reports if needed.
- Monitoring the displacement and return movements in Deir ez-Zor governorate and maintain updated information.
- Conduct field visits to locations with displaced and returned populations (for the Emergency respond and other Impacted events), and conducted rapid need assessment and preparing situation reports, analytical reports, and service mappings as required by UNHCR (qualitative, quantitative, graphic reports...etc).
- Facilitate the coordination of protection, shelter, and NFI services in Deir ez-Zor, urban, and rural areas, in close consultation with UNHCR.
- Build good relationships with all actors present in the area, including community leaders, to facilitate networking and information gathering that could enhance the humanitarian assistance provision.
- Serve as the entry point for UNHCR’s visits to geographic locations, supporting mission logistics and networking.
- Participate in joint assessments, needs analysis and identification of gaps in all sectors and report the observation to UNHCR.
- Organize and facilitate the FGDs and sessions on protection issues, both individually and in groups, under UNHCR’s guidance.
- Monitoring NFI distribution activities, coordinating with authorities, partners, and UNHCR to ensure effective implementation.
- Monitor shelter and infrastructure projects, identifying needs and gaps and inform UNHCR.
- Monitor, evaluate and measure the impact of UNHCR programs implemented directly by UNHCR or through partners against the set baselines and indicators as per guidance and SOPs provided by UNHCR.
- Submit weekly/ daily progress reports and analytical reports on activities, needs assessments, and program impact, as per UNHCR requirements.
- Regularly gather feedback from persons whom UNHCR work with and for, regarding services, assistance provided, and general needs, conduct PDM, PIM and reporting findings to UNHCR.
- Provide recommendations on the improvement of services and suggestions for new intervention.
- Perform additional tasks as required by UNHCR to support the implementation of protection, shelter, and NFI activities across all assigned areas.


Qualifications
EDUCATION

- University degree in civil engineering, social science, humanities, education or in a field related to the scope of work.

WORK EXPERIENCE

- Minimum (5) years of relevant work experience in their field.
- Experience in team management, communication and advocacy work with different stockholders.
- Previous work experience with UNHCR or other UN agencies, particularly in similar operational or humanitarian contexts

LANGUAGES

- Fluency in Arabic, and preferably basic knowledge of written and oral English.

- Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.

- Good communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
- Good computer skills, including experience with various applications, with more focus on computer skills linked to the scope of required work.
