Responsibilities
The recruitment is Time-Based Contract, and during the contract period 3 months , the Technical Officer will be responsible for the following tasks:
• Directly supervise the implementation of the project for the rehabilitation of electrical transformer stations along with the low- and medium-voltage electricity networks in Aleppo, ensuring that all works are carried out in accordance with the approved designs and technical specifications.
• Conduct daily field follow-up to verify actual progress, monitor achievement against the implementation schedule, identify deviations or delays, and address them in coordination with all relevant stakeholders.
• Review and accurately calculate executed works and quantities, ensuring compliance with the Bills of Quantities (BoQ) and contractual documents, including certification of completed works.
• Maintain continuous coordination with the contractor, partner UN organizations, local government authorities, and the local community to ensure smooth implementation of the project and timely resolution of challenges arising during execution.
• Prepare and submit regular detailed progress reports (daily/ weekly/monthly), highlighting completion rates, challenges, proposed solutions, and lessons learned, to be shared with the Project Manager and Area Manager.
• Ensure adherence to the agreed implementation plan and timeline, and take the necessary actions in case of risks that may affect project delivery.
• Contribute to strengthening communication channels with the local community and highlight the project’s impact on improving access to basic services.
• Perform any other related tasks assigned by the Project Manager or Area Manager in support of achieving the project objectives.
• Monitor occupational safety measures at work sites, ensuring that all workers use personal protective equipment (PPE) and that operations comply with safety and environmental standards.
• Provide regular reporting on project implementation, highlighting progress, challenges, risks, and recommendations to the UNDP Aleppo office.
• Document lessons learned, best practices, and challenges in order to strengthen knowledge sharing and improve future debris management interventions.
• Perform any other tasks within the scope of the assignment as requested by the supervisor.


Qualifications
a. Education

• University degree in Electrical Engineering, or other related field

b. Experience

• Minimum 6 years working experience.
• Previous experience in managing and supervising low- and medium-voltage electricity projects as well as solar energy projects.
• Experience in community-based assistance and in participatory community actions is an asset.
• Previous experience in working with institutions of the civil society and local public organizations, and with UN system is an asset.
• Experience in the usage of computers and office software packages.
