Responsibilities
This role requires a strong understanding of health Workforce picture and needs in Syria. This scope of work provides a comprehensive overview of the role and responsibilities of the Health Workforce Senior Officer.
These specific responsibilities may evolve based on the project's needs and priorities.
Nursing Education Reform:
•Lead the assessment of nursing education programmers at colleges and schools, focusing on curriculum relevance, teaching methodologies, and clinical rotations.
•Coordinate with AKU, MoHE, and MoH to identify gaps and opportunities for the integration of task-shifting and expanding scopes of practice into nursing curricula.
•Support the development of targeted interventions to improve the quality and responsiveness of nursing education.
•Facilitate regulatory dialogue with MoH, MoHE, WHO, and the Health Professions Syndicates to align scope-of-practice changes with national standards.
Task Shifting/Sharing and Workforce Optimization:
•Develop and implement a plan to shift specific tasks from higher-skilled to other healthcare workers (e.g., nurses taking on expanded roles), including:
o Defining roles and competencies.
o Developing training programs.
o Establishing mentoring and supervision mechanisms.
•Engage spiritual and traditional leaders in community mental health care by:
o Providing training and support.
o Integrating them into mental health programs.
o Leveraging their influence to combat stigma and promote mental health awareness.
• Share results and lessons learned to advocate for scaling up successful task-shifting initiatives.
Strengthened Professional Organizations
• Develop and implement tailored capacity-building plans for relevant professional healthcare associations, focusing on governance, financial management, and project management.
•Manage subgrants (Financial Support for Third Parties FSTPs) to support:
o Partnerships and capacity-building for organizations.
o Individual health professionals.
o Events organized by professional associations
General Responsibilities:
•Undertake project activities as agreed upon and provide regular updates on the progress of activities and achievement of outputs: (1) Collate budget and expenditure data. (2) Coordinate project activities. (3) Collate contracts, timesheets and reports. (4) Draft presentations and formatting documents. (5) Support senior team members with administrative functions. (6) Assist in the identification, design, and evaluation of key indicators for project interventions, (7) Prepare and submit progress reports to the Project Manager within agreed-upon timeframes and formats. (8) Lead organizing, filing, archiving, reporting, budgeting, etc., of the health financing initiatives.
•Close coordination and cooperation with the primary healthcare senior officer to achieve mutual support and integration in the planning and implementation of interventions.
•Demonstrate strong teamwork and collaboration skills, actively participating in team meetings and supporting colleagues.
•Communicate effectively with internal and external stakeholders, maintaining clear and professional communication.
•Adhere to ethical principles, professional standards of conduct, and organizational policies.
•Proactively identify and address challenges, demonstrating critical thinking and problem-solving skills.
•Effectively manage time and prioritize tasks to meet deadlines and achieve objectives.
•Stay updated on current trends and best practices in health financing and related fields through continuous learning.
•Take responsibility for actions and decisions, demonstrating accountability for achieving assigned tasks and goals.


Qualifications
•Master's degree in Public Health, Health Systems/Management, or any equivalent degree, is required.
•More than 5 years working in the health systems and health workforce management fields with the following
•well understanding the Syria context of health workforce
•Technical expertise in health workforce development.
•Excellent communication, interpersonal, and stakeholder management skills.
•Knowledge of the Syrian healthcare context and challenges.
•Ability to work effectively in a complex and challenging environment.
•Flaunt English, in all skills.


Specific Vacancy Requirements
•Not a government employee.
•The applicant must be able to travel between governorates.
