Responsibilities
Leadership
- Develop the Early recovery and Livelihood Response framework and strategy for the mission in line with Mission Strategy
- Develop/review all LH tools, standards and SoPs related to the project LH Department activities.
- To support the analysis of data from the labor market assessment, providing technical recommendations on the sectors.
- Provide technical guidance and support to field teams in the implementation of gender-sensitive and inclusive early recovery and livelihoods activities, including
- In coordination with the CPC and the Protection Coordinator, to support the review of the Protection and Education response strategy, to integrate any elements of Early Recovery and promote more sustainable outcomes of the intervention.
- Support the design and develop project proposals, including technical support, in line with donor requirements and organizational strategies
- Integrate cross-cutting issues, including gender equality, protection mainstreaming (including prevention of sexual exploitation and abuse - PSEA), disability inclusion, and environmental sustainability, into all stages of program design and implementation.
- Represent INTERSOS in relevant coordination forums and working groups.
- Develop Position papers on our ERL & Livelihood response in alignment with culture and context
- Work with INTERSOS Protection & Health teams to ensure integration
- Work with the Protection Coordinator in designing interventions that support PSS that are integrated within our CP/GBV response
- Develop M & E tools for assessing satisfaction among beneficiaries and for measuring the impact of our ERL& Livelihood services
- Regularly prepare and update service mapping in all our project locations to ensure support and follow-up for our clients
Coordination:
- Contribute to the design of the ERL & Livelihood strategy of the mission and provide technical support and assistance for the implementation of the ERL & Livelihood activities through the proper tools and methodologies
- Design and revise ERL & Livelihood interventions and activities that are AGD sensitive and ensure AGD and context appropriateness
- Ensure that vulnerable/at risk individuals are promptly and safely identified and referred
- Draft and revise ERL & Livelihood SOPs
- Develop standard MEAL tools and indicators to measure the impact, effectiveness and quality of ERL & Livelihood interventions and ensure the piloting and standardization of these tools. Increase and enhance ERL & Livelihood Program monitoring and evaluation, and determining impact
- Lead, mentor, guide and monitor regularly the livelihood team
- In coordination with the Country Programme Coordinator support to contextualize and adapt internal and global guidelines, guarantying that are known by relevant staffs
- Deliver training to the livelihood team and non-livelihood team to build knowledge and skills
- In coordination with the Programme Manager assessing ERL & Livelihood needs and gaps of target populations in current and future areas of operations. Analyse regularly the status of ERL & Livelihood activities and inform the Program accordingly
- Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive actions to remain informed about the available services for referral and coordination
- Undertake regular field monitoring visits and provide tools to monitor the quality of Program implementation
Networking and partnerships:
- Maintain collaborative working relationships with relevant clusters and related working groups at national and/or field level and guarantee compliance with the eventual monthly cluster reporting requirements
- Represent INTERSOS in ERL & Livelihood in meetings and share the best practices and lessons learnt
- Act as focal point in the ERL & Livelihood cluster and working group
- Network with ERL & Livelihood leaders of other organizations to share best practices and resources



Qualifications
Education:
- University degree in Social Sciences, Development/Humanitarian studies, Business Administration or equivalent
- A master’s degree in a related field is an asset.
Professional experience:
- Minimum 3 years’ experience in similar positions, work experience in the ERL sector and in humanitarian contexts with NGOs.
Professional requirements:
- Essential computer literacy (word, excel and internet)
- Experience in ERL research and analysis
- Ability and willingness to travel across the assigned project areas at short notice and spend extended periods with communities.
- Experience in the development of SoPs, data collection and management tools.
- Excellent analytical and reporting skills to donor agencies
