Responsibilities
Strategic Workforce Management

Ensure SAMS organizational policies and systems are the base for SAMS Syria human resource policies and systems.

Provide human resource metrics to country and regional leadership.

Work with senior management to determine workforce needs, including staffing, professional development, and human resource policies.

Ensure SAMS Syria program human resource processes are in accordance with local labor laws.

Recruitment and Orientation

Ensure each position has a job description.

Design a sourcing strategy to identify qualified candidates

Manage the interview process with relevant supervisors.

Ensure effective orientation processes for new hires.

Performance and Professional Development

Develop and implement a performance management system.

Ensure each position has performance objectives.

Develop and implement a professional development system.

Develop and implement retention strategies and initiatives.

Advise supervisors in determining appropriate disciplinary plans of action.

Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets local labor laws.

Design reward systems beyond annual salary increases.

Office Culture

Promote and model a positive, professional, and respectful office culture.

Initiate team-building initiatives.

Ensure effective and positive transition for exiting employees.

Ensure effective internal communications.

Work with the country’s program leadership to resolve issues/conflicts in the workplace in a professional manner.

Salary and Benefits Structure

Annually review salary and benefit structure in relation to the market and make recommendations to the country director, senior operations manager, and regional leadership on proposed changes.

Develop/refine the salary increase system.

Administrative Oversight

Ensure the application of administrative policies and procedures and provide recommendations for the development of work when needed.

Oversee all service bills, rents, parking, etc., and inform senior management of any developments.

Ensure the security of the office and maintain it in high efficiency.

Oversee all IT services and related processes, ensuring the quality of services provided.

Supervise the movement of the service car and its related issues like schedules of distances, fuel, maintenance, and insurance renewals.

Supervise the movement of materials/IT assets in the office (inside and outside).

Supervise the movement of daily and periodic expenses of the “petty cash” and secure office supplies based on need and consumption.

Supervise the recording of assets and conduct periodic checks.

Oversee all related office and IT maintenance.

Oversee the procurement processes that belong to the department and adhere to the policies followed.

Access, inspect, and supervise all records and documents related to the admin section.

Supervise scheduled meetings and appointments.

Prepare periodic reports on the department's work.

Resolve problems encountered in the department and propose recommendations.

Supervise public hygiene and ensure the readiness of the office at all times.

Participate in CBA committees when needed.

Any additional duties requested by senior management in the interest of work.

Staff management:

Ensure all project staff have job descriptions and are aware of their responsibilities.

Develop performance objectives for each staff. Evaluate staff according to SAMS HR policy.

Develop professional development plans for project staff.

Delegate appropriately.

Build an effective team approach ensuring project staff are working together effectively.

Hold weekly team meetings with project staff for planning purposes, information sharing and problem solving.

Office culture:

Qualifications
University degree in human resources or business management

Minimum 6 years’ experience in human resource management


Salary and Benefits
The salary will be defined according to the SAMS salary scale.
