Responsibilities
- Participate in the general design of activities and planning of the project.
- Manage the assigned Infrastructure and WASH to meet the project objectives within budget and within the allotted time frame.
- Provide strong leadership of the assigned Infrastructure and WASH, working to ensure both short and long-term positive impacts and outcomes for the affected people, local authorities (where applicable).
- Support on the development and implementation an appropriate and effective Infrastructure and WASH strategy in consultation with Infra/WASH Advisor.
- Have an input on setting clear objectives and indicators for Infrastructure and WASH activities in collaboration with the Health Manager, where appropriate, with the local communities and stakeholders.
- Provide input into the integration of affected people participation and accountability in all aspects of the project.
- Ensure accurate and timely reporting of activities according to Medair, donor and other applicable time frames and formats.
- Contribute to developing new proposals, linked to the country strategy.
- Provide coaching and technical supervision to staff in coordination with the line manager to develop ownership and full responsibility for Infrastructure and WASH activities.
- Give support and insight in the different activities: community engagement, assessment of the affected people, registration, training, distribution, technical inspection, and any other activity which is part of the project.
-Supervise the follow-up of the work in the field. Ensure that the paper-work is up-to-date and accurate.
- Organize verification visits.
- Continuously monitor and supervise Infrastructure and WASH activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.
- The Infra Project Officer may be asked to also support other activities in the office or the field depending on need.
Communication and coordination
- Coordinate with local authorities and Site management when necessary.
- Inform the Line Manager in case of any major (potential) issue within these areas of responsibility.
- Develop and maintain appropriate, regular, transparent and supportive communication structures with the line manager and other relevant stakeholders (e.g. affected people, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
- Participate in rehabilitation coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the line manager on relevant issues.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
- Manage the Infrastructure and WASH budget for the assigned projects and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
- Support the logistics activities as per SOPs, particularly in relation to the purchasing of supplies and equipment for the assigned Infrastructure and WASH activities.
- Liaise, as necessary, with the logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
- Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
- Ensure Infrastructure and WASH projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere standards.
- Implementation of the assigned Infrastructure and WASH projects within budget and the agreed timeframe.
- Management of the Infrastructure and WASH budget for the assigned Infrastructure and WASH project(s)
- Representation of Medair at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies and other NGOs)
- Prevent sexual exploitation, abuse, and harassment as well as fraud and corruption in a manner congruent to your role and responsibilities. Report any suspected breaches of Medair Code of Conduct in a timely manner.
- Ensure the systematic prevention of sexual exploitation, abuse, and harassment as well as fraud and corruption through people and process management activities.
- Respond to any reports of sexual exploitation, abuse, harassment, fraud, or corruption appropriately and expediently.
- The job holder may be required to undertake additional duties which may be reasonably expected and confirm the role within the team.

Qualifications
- Minimum bachelor degree in engineering / construction
- At least 2 years work experience working in Infrastructure and WASH
- Prior experience as a supervisor
- Previous experience carrying out trainings and/or focus group discussions
- Previous work experience in construction or construction supervision
- Knowledge of AutoCAD is desirable
- Experience with MS Project, or other planning software is desirable
- Technical construction skills within a humanitarian settings
- Planning, assessment, and analytical skills
- Able to problem solve and work with others to come up with practical solutions
- Knowledge and understanding of humanitarian standards such as Sphere and CHS
- Demonstrated ability to read, write and speak English fluently
- Strong computer skills of Microsoft Office (Word, Excel, Outlook)
