Responsibilities
- Ensures that monitoring and evaluation activities are carried out on a regular and timely basis and in accordance with the MEAL Plan and MEAL SOP, with the findings analysed, reported and followed up
- Participate in the development of MEAL plans for all proposals with the support of Technical Advisors and MEAL Manager
- Review existing and create appropriate MEAL tools and forms to assess and evaluate impact of programme implementation
- Organize, co-ordinate and lead the implementation of baseline and end-line (including KPC) surveys, mid-term and end of project evaluations such as PRMs, PPMs and other relevant monitoring and evaluation activities.
- Plan for all MEAL field operations, such as hiring data collectors, training them on the tools and follow-up on the quality of the data collected regularly.
- Establish a system to ensure that the MEAL activities listed in the MEAL Roles and Responsibilities Chart are carried out on a timely basis and any irregularities or issue reported.
- With support from MEAL Adviser and with reference to GSO AAP Guidelines, where appropriate, update a revised AAP structure and process for improved accountability to stakeholders.
- Improve team understanding of MEAL activities as part of programme development.
- Support progamme teams in ensuring greater beneficiary accountability
- Support MEAL Manager to establish and improve MEAL SOPs in accordance with GSO standards. Support project teams towards effective implementation of SOPs.
- Support MEAL Manager and Technical Advisors to establish detailed guidelines on when, how and who to conduct MEAL on programme implementation of Medair CHS commitments
- Develop a system to organize, manage and communicate MEAL findings or reporting for learning and improve programming practices, ensuring that learnings are implemented.
- Develop and ensure best practices in MEAL activities in the field
- facilitate lessons learned workshops to collect learning and best practices to inform future projects. Develop training materials and provide training on survey methodology to other stakeholders such as MOH staff
- Analyse, present data and communicate survey/ assessment findings appropriately with various stakeholders
- Ensure that data is regularly and consistently collected, cleaned, accurately represented and stored in a systematic manner in the respective databases which facilitates analysis, research and reporting
- Maintain robust records of all collected data to provide a clear and transparent account of performance and take immediate action in areas of poor performance
- Create and regularly update the MEAL Business plan using the GSO template
- Participate in the community of practise and present Syria mission achievements and challenges.
- Provide analysis of data collected in a timely manner for internal monitoring and donor reporting, writing monitoring reports as required
- Provide written reports on survey results in a timely manner. Adapt reporting to stakeholder needs.
- Facilitate project learning and support sound decision making for project improvement.
- Apply learning to MEAL systems and practices.
- Attend and participate in relevant sector working groups, if needed
- Work with team to develop and update ODK forms to ensure high quality data collection
- Keeping ODK training material up to date
- Providing practical training for data enumerators and supervisors in collaboration with programme team
- Develop Focus Group Discussions (FGDs) guidelines and facilitate the implementation of the FGDs.
- Develop organizational capacity for multimedia and information alerting usage
- Engage in assessment, distribution and post monitoring data collection in the field to review and improve data collection process to ensure data quality
- Data validation to ensure data completeness and integrity
- Regularly review and improve data collection and management procedures for greater efficiency
- Periodically support Routine Data Quality Assessments (RDQA) to determine the status of data quality at any given time and to support with developing and implementing strategies to address any identified gaps
- Propose and perform extensive data validation on specific intervention data as necessary or as directed.
- Working with Medair Global Information Management team, maintain and improve a MEAL dashboard to serve programme needs
- Ensure data integrity and data security in ONA and data depository
- Be responsible for data integrity and data cleaning, where needed, of beneficiary data maintained in ONA
- Implementing beneficiary data protection protocols
- Periodically support Routine Data Quality Assessments (RDQA) to determine the status of data quality at any given time and to support with developing and implementing strategies to address any identified gaps
- Propose and perform extensive data validation on specific intervention as necessary or as directed
- Analyse data to produce relevant indicators
- Contribute information visuals to internal and external reporting
- Translating programme data, MEAL tools and reports from Arabic to English or English to Arabic as needed
- Assist in compiling donor reports, creating reporting templates

Qualifications
- Minimum bachelor degree in social science, economics or other relevant fields
- Post-graduate degree in the humanitarian sector, database Management Systems and Computing is desirable
- At least 2 years related professional experience.
- Experience in conducting surveys
- Experience facilitating focus group discussions or workshops.
- Experience in transforming surveys to xls-forms
- Experience in participatory assessments or monitoring and evaluation
- At least 3 years NGO experience and 1 year experience in managing multi-sectoral projects
- Experience using data for reporting purposes
- Experience in use of tablets & smartphones and associated software
- Experience in monitoring and evaluation, ArcGIS, QGIS and ODK technology is desirable
- Experience in the design, monitoring of implementation and evaluation of humanitarian / emergency programmes
- Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols
- Experience analysing survey data and writing reports
- Advanced planning, organizing and analytical skills
- Demonstrated ability to read, write and speak English fluently
- Strong computer skills of Microsoft Office
- Strong communication and negotiation skills
