Responsibilities
The position of the Head of the Non-Technical Survey and Explosive Ordnance Risk Education Department belongs to the category "Senior Position.
The appointment for a position and dismissal from this position is carried out by the company order of the director of the enterprise in compliance with the requirements of the Labor Code of Syria.
The head of the Head of Non-Technical Survey and Explosive Ordnance Risk Education Department reports to the Operations Manager of the humanitarian clearance/demining unit.

2. Tasks and duties

Head of the Non-Technical Survey and Explosive Ordnance Risk Education Department:
a. knows the task of the department, safety measures when implementing its tasks, and organizes the performance of tasks following the requirements of standard operating procedures (hereinafter - SOP);
b. directs the actions of subordinate personnel during the entire period of performing tasks on Non-Technical Survey and Explosive Ordnance Risk Education;
c. makes sure that subordinate personnel, when performing tasks, move only in a safe area without entering a dangerous zone;
d. prepares an evacuation plan for subordinate personnel, including the route, distance and approximate time to the nearest hospital, before starting to perform tasks;
e. maintains daily constant communication with the management, reporting in which locality he will work;
f. monitors the availability of the equipment (in the vehicle, there should always be available tools necessary to perform the task) and, in the event of their breakdown, immediately reports to the unit management;
g. organizes the collection of information from the local population about potentially dangerous areas while conducting educational and explanatory work on the procedures for taking actions and on safety measures in case of detection of explosive hazards or suspicious objects;
h. collects personal data of witnesses (to confirm information when planning future clearance/clearance/demining operations) and takes photos of the suspected hazardous area;
i. carries out classification of suspected hazardous areas and localization of detected explosive hazards by marking them following the SOP;
j. identifies territories that are confirmed not to pose a threat to the population and economic activity;
k. conducts training with the population of communities on the risks associated with explosive hazards and encourages such patterns of behavior that will reduce the risk to individuals, property and the environment;
l. prepares the appropriate reporting documentation based on the results of the conducted non-technical survey with the drawing up of maps according to the requirements of the SOP;
m. When moving in the vehicle, monitor adherence to the traffic rules.
4. Responsibilities

The Head of the Non-Technical Survey and Explosive Ordnance Risk Education Department is responsible for:
a. non-fulfilment or untimely fulfilment of his/her duties assigned by this job description and (or) non-use of granted rights;
b. non-compliance with the rules of internal labor regulations, occupational health and safety, safety techniques, industrial sanitation and fire protection requirements;
c. non-fulfilment or improper fulfilment of the requirements of the company's internal normative documents and legal orders of the management;
d. offences committed in the course of his/her activity, within the limits established by current administrative, criminal and civil legislation;
e. incurred material damage to the enterprise within the limits established by current administrative, criminal and civil legislation.








Qualifications
5. Must know

The Head of the Non-Technical Survey and Explosive Ordnance Risk Education Department must know:
a. safety measures during a non-technical inspection;
b. his/her job duties and job duties of subordinate personnel, SOPs and other management documents of the enterprise;
c. rules for handling explosives or Explosive Hazards;
d. rules for neutralization and destruction of Explosive Hazards;
e. purpose, structure, principle of operation of search equipment and disposal of explosive hazards, procedures for working with them;
f. technical characteristics, structure and rules of operation of communication, search and navigation equipment;
g. purpose, characteristics of personal protection equipment;
h. legal grounds and liabilities for violation of traffic rules, vehicle operation rules, and for causing material and environmental damage.

6. Qualification requirements

• Basic or incomplete higher education in the relevant training field at the master's (specialist) educational qualification level. Work experience in the specialty - at least 3 years.
• Team Management and leadership skills
• Maintains continual proficiency with the remit and roles of the job specification.

During subsequent visits, a need has been identified for sustained clearance activities. In 2023, GCS established a branch office which is 100% owned by GCS AG, with full accreditation from UNMAS-Syria. The registration and accreditation remain in force. GCS has started operations in Syria.
