Responsibilities
• Provide technical support to local authorities, community representatives, and UNDP programme teams on matters related to the rehabilitation and upgrading of the Citizen Service Center, including infrastructure works and provision of equipment.
• Participate in coordination and liaison with municipal directorates, relevant technical departments, NGOs, and community groups to ensure smooth implementation of the rehabilitation works and alignment with local administrative service needs.
• Assess the existing conditions of the Citizen Service Center and support the formulation, refinement, and validation of technical interventions in line with UNDP engineering standards, project objectives, and the operational requirements of administrative service facilities.
• Engage with local stakeholders to ensure their participation in planning, sequencing, and prioritizing rehabilitation activities, particularly those that affect service delivery flow and facility accessibility.
• Monitor and supervise daily construction activities, including civil, electrical, mechanical, sanitary, and HVAC works, ensuring full compliance with approved BoQs, drawings, technical specifications, quality standards, occupational safety requirements, and environmental safeguards.
• Follow up on installation and functionality of equipment supplied under the project, ensuring proper integration with the rehabilitated infrastructure and readiness for operational use.
• Prepare regular progress reports (daily/weekly/monthly as required) on implementation status, technical challenges encountered, and corrective actions taken, and submit them to the UNDP field team.
• Document lessons learned throughout implementation and share observations and recommendations with the UNDP Country Office to support improved design and implementation of future infrastructure and service‑center interventions.

Qualifications
Required Qualifications:
a. Education
• University degree in Civil Engineering, or other related field.
b. Experience
• Three years of operational experience.
• Previous experience in rehabilitation of basic infrastructure, especially water and sewage networks.
• Experience in community-based assistance and in participatory community actions is an asset.
• Previous experience in working with institutions of the civil society and local public organizations, and with UN system is an asset.
• Computer literacy is a prerequisite.
Language Requirements
• Excellent English drafting skills.
• Arabic and English mandatory.
Core Competencies
• Responds positively to feedback.
• Consistently approaches work with energy and a positive, constructive attitude.
• Remains calm, in control and good humored even under pressure.
