Responsibilities
ROLE PURPOSE:
The Roving Supply Chain Coordinator is responsible for providing operational and tactical leadership to the main office, partners in whole of Syria, and supporting projects when required.
The role encompasses technical support and guidance in executing supply chain activities, ensuring efficiency, transparency, and alignment with organizational and donor standards. This includes overseeing procurement processes, coordinating logistics and inventory management, streamlining supplier relations, and ensuring timely delivery of goods and services. The coordinator will also lead the execution of procurement tenders of high value and complexity, managing diverse procurement activities for goods, services, and consultancy tenders, while ensuring compliance with organizational policies and achieving value for money. The coordinator will monitor compliance with policies, facilitate capacity-building initiatives for staff and partners, and promote a customer-focused, results-oriented approach to meet programmatic needs effectively.

KEY AREAS OF ACCOUNTABILITY:
Procurement Oversight function in Syria Country office
• Support the head of Supply Chain in implementing Global and Regional Supply Chain Priorities at the country level.
• risk management in procurement processes: "Identify, assess, and mitigate risks in procurement activities
• Implement Supply chain strategy to ensure that the supply chain function deliver on program priorities and realise best sourcing outcomes
• Implement the SCI Procurement Manual, Assets manual and Partner Procurement Guidelines and Procurement Policy to ensure highest levels of compliance.
• Enforce the application of the SCI legal Memo Compliance with Sanctions & Export Controls
• Implement Supply Chain Child Safeguarding Measures / Action Plans
• Consolidate the financial benefits derived from procurement transactions as part of meeting target for cost savings / cost avoidance from our supplier spend.
• Preparing a capacity building plan for implementing partners and providing the necessary support for the points identified in the plan.
• Follow standard emergency preparedness practices to ensure SCI is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
• Act in an assigned emergency response capacity as required to meet emergency assistance needs.
Support Partner’s Procurement Review Processes
• Serve as the focal point for procurement-related support to an estimated 10+ partners and their respective supply chain staff, providing tailored guidance and support to address their unique needs and challenges.
• Conduct thorough capacity assessments of partners using the Partner Assessment Tools to identify strengths and weaknesses during partner selection and provide targeted recommendations for improvement.
• Develop tailored work plans for each Partner Agreement Amendment (PAA) following kick-off meetings, ensuring partners have a clear roadmap for compliance and effective supply chain management.
• Provide continuous technical support to partners to ensure they understand and effectively utilize supply chain tools, including the Supply Chain Dashboard, Procurement Tracker reports, and regularly updated vendor databases.
• Facilitate the establishment and management of Long-Term Framework Agreements (LTAs) with partners to enhance procurement efficiency and cost savings.
• Oversee the regular updating of partner asset registers with accurate and detailed information, ensuring compliance with SCI asset management guidelines.
• Monitor and support the development of comprehensive close-out plans, ensuring all procurement and supply chain-related obligations are met at the end of partner agreements.
• Ensure compliance with SCI guidelines by monitoring partner procurement activities, reviewing documentation, and providing feedback to ensure adherence to agreed processes and donor requirements.
• Lead supplier vetting processes for partner purchases exceeding USD 100, utilizing SCI’s due diligence tools to uphold transparency, accountability, and compliance with organizational policies.
• conduct regular audits, reviews, and tailored capacity-building to ensure partner compliance and risk mitigation.
• Collaborate with the Supply Chain Officer to design and execute capacity-building programs, such as training workshops, on-the-job coaching, and resource sharing, to strengthen partner teams' understanding and implementation of SCI procurement guidelines.
• Develop and share best practices and lessons learned with partners to enhance their procurement systems, encourage innovation, and promote sustainable supply chain practices.
• Act as a focal point for resolving partner procurement issues, ensuring prompt and effective resolution while maintaining strong relationships and communication channels.
• Support partners in the creation of contingency plans for emergency procurement needs, ensuring preparedness and rapid response during crises.
Asset Management
• Make sure that the Syria county office asset registers are constantly updated, maintained, that all assets are logged, issued with unique asset numbers and cards and are tracked
• Monitor the acquisition of assets in close adherence with the BIS or other donor specific requirements.
• Oversee key Trackers holding all closeout documentation including asset database, closeout letters, stock donation certificates.
Warehousing and Inventory Management
• Lead the process of Quarterly Physical Stock take to ensure records and physical stocks records are reconciled within active project life of awards and grants
• Conduct spot checks to Randomly monitor stocks and Program supplies are effectively entered on the Total Inventory Management Systems to account for all inbound and outbound movement of commodities and Program Supplies
• Develop and implement a comprehensive work plan for warehouse management in collaboration with the program and field manager.
Develop the skills and experience of Save the Children Supply Chain staff
• Coach staff to ensure performance or implementation issues are solved in a consultative manner
• Take ownership of personal capacity-building, ensuring plan is in place and agreed with Line Manager in order to build on areas of growth.

Qualifications
Essential:
• Degree in Logistics, Supply Chain Management or related field.
• At least 5 Years Field based and Hands on experience in supply chain management in an emergency environment including complex procurement, transport and distribution, warehouse and stock management.
• Experience of building and developing the capacity of Supply chain staff.
• Good People Management Skills and objective in Performance Management Conversations with Excellent interpersonal and team skills
• Excellent Microsoft Applications Skills
• Fluency in written and spoken English and Arabic including the ability to effectively motivate people and to diplomatically manage the relationship with local partners and different authorities
• Commitment to and understanding of the organization’s aims, values and principles
Desirable
• Other language would be an asset,
• Eligible and willing to travel to project areas
• Relevant qualifications or training courses.
