Responsibilities
The MEAL (Monitoring, Evaluation, Accountability and Learning) Officer is a full-time employee of ZOA Syria, based in Aleppo. Under the direct supervision of the Manager of Programme Quality, the Officer supports the development, implementation, and maintenance of the ZOA MEAL framework in the Aleppo programme. The main purpose of the position is to make sure that the MEAL plans, tools and approaches are developed and implemented to ensure high programme quality according to commitments towards beneficiaries and donors. The MEAL Officer supervises the MEAL Assistant, coordinates with field volunteers, and works closely with ZOA staff and local implementing partners.

A. MEAL design, development and improvement:

1. Support the design and development of baseline studies, needs assessments, and research that enrich internal knowledge and contribute to better understanding of the local context and needs.
2. Provide quality input to design and develop MEAL systems (approaches, tools, procedures, structures)
3. Support the development of data collection, analysis, and data management plans and tools to ensure data quality and usability.
4. Support the design of effective and innovative beneficiary feedback and complaints mechanisms in line with humanitarian principles and ZOA global standards.
5. Support the continuous improvement of internal MEAL systems and programme design and implementation based on lessons learned and best practices.
6. Contribute to proposal development through the design of log frames, indicators, measurement methodologies, and MEAL plans.
7. Support the design and methodological planning of internal reviews and evaluations, including defining evaluation questions, indicators, data collection tools, and analysis frameworks.
8. Support the mainstreaming of ZOA’s strategic priorities of Localization, Climate Resilience, GDI (Gender, Diversity and Inclusion) and Peace Nexus in ZOA’s MEAL practices.

B. Training and capacity building of staff and partners:

1. Share lessons learned and best practices with ZOA Syria team members and HQ ZOA, and provide coaching to strengthen technical and professional capacity in MEAL systems.
2. Support capacity building for volunteers and local partners through on-the-job and classroom-based approaches, focusing on data collection, basic analysis, and beneficiary accountability tools aligned with global standards.

C. MEAL implementation and reporting:

1. Maintain overview of data collection activities and reporting deadlines and milestones, and respond timely to internal reporting requirements of ZOA and external reporting requirements of the Donors.
2. Conduct data collection according to the MEAL plans and timelines, and coordinate with the Programme staff to allocate the appropriate resources required to ensure efficient and effective data collection processes.
3. Ensure the use of innovative and technology-driven appropriate MEAL systems and tools.
4. Follow up with the volunteers and implementing local partners to make sure that they implement the MEAL systems according to quality standards and plans agreed with ZOA, and ensure that they report on projects and activities according to agreed reporting timelines.
5. Any other tasks as required.


Qualifications
Knowledge and Experience:

- Bachelor in relevant field or proven work experience.
- Minimum 3 years of working experience in MEAL in the humanitarian sector (preferably including work in an INGO environment).
- Experience with data collection and analysis tools.
- Experience with digital data collection tools: KOBO experience is required, other Data collection/analysis software (such as SPSS) is a big plus.
- Experience with project reporting and knowledge of donor proposal and reporting templates.
- Very good spoken and written command of English.
- Excellent spoken and written command of Arabic.
- Computer skills, particularly in Microsoft Office tools.
- Knowledge on mainstreaming topics such as climate resilience, localization, GDI and/or Peace Nexus is considered an advantage.
- Experience working with field volunteers (training, develop work plans, admin, following up and monitoring their work).

- Regular travel to the field.
