Responsibilities
Main Duties/Responsibilities:
.
Technical Oversight & Implementation:

•Lead and supervise the technical implementation of rehabilitation projects for public infrastructure, including Health Centers, Schools, and Government Buildings.
•Develop and review technical drawings, Bill of Quantities (BoQs), and technical specifications for WASH and Shelter interventions.
•Ensure that all rehabilitation works meet international and local standards (e.g., SPHERE, WHO) and prioritize safety and accessibility.
•Ensure implementation aligns with donor technical guidelines and approved designs

Project Monitoring & Quality Control:

•Conduct regular field visits to monitor the progress of contractors and service providers on-site.
•Ensure that materials used and construction techniques adhere to the approved technical samples and project quality standards.
•Track project milestones and provide timely updates on progress, ensuring activities stay within the agreed-upon timeline.
•Identify technical defects and follow up on corrective actions with contractors

Stakeholder Engagement & Coordination:

•Coordinate closely with local authorities and management of targeted facilities (Schools, Hospitals) to ensure smooth implementation and handover.
•Represent the organization in local WASH and Shelter cluster meetings and relevant technical working groups.

Resource Management & Compliance:

•Participate in the procurement process, including technical evaluation of bids and selection of qualified contractors.
•Ensure all financial documentation, invoices, and completion certificates are accurate and compliant with donor requirements.

Reporting & Documentation:

•Prepare high-quality weekly and monthly progress reports, including site photos and data on beneficiaries.
•Document "Final Handover" certificates and ensure all project documentation is archived according to organizational policy.



Qualifications
Qualifications and Education Requirements:

•University degree in Civil Engineering, Architectural Engineering, or a closely related field.

General Work Experience:

•Minimum 4 years' experience in [managing WASH and Shelter projects, specifically in rehabilitation/construction within the humanitarian sector].
•Proficiency in AutoCAD.
•Strong ability to read and analyze complex BoQs.
•Experience in conflict-affected areas and working under challenging operational contexts in Idlib.
•Knowledge of solar energy systems or environmental sustainability in construction.

Skills:

•Languages:
Excellent in English (Writing-Reading-Speaking).
Excellent in Arabic (Writing-Reading-Speaking).
•Computing:
• High level in Microsoft Office (excel, word, etc,).
•Strong commitment to safeguarding, gender sensitivity, and inclusion.
•Ability to work under pressure and meet tight deadlines
•Excellent communication skills.
