Responsibilities
Programme/Unit Summary:
As CESVI expands its operations across Syria, the Logistics, Supply and Security Unit plays a critical role in ensuring that all programmes are supported by efficient, compliant, and safe operational systems. The Unit oversees procurement, warehousing, transportation, and asset management, enabling timely delivery of materials and services for activities ranging from school rehabilitation to protection and early recovery interventions. Security management is central to the Unit’s mandate. Through continuous context monitoring, risk assessments, and clear safety procedures, the Unit supports safe access for staff and partners in a complex and rapidly evolving environment. Coordination with local stakeholders and humanitarian actors ensures that field movements and operations are conducted with appropriate risk mitigation. The Unit is a small, mission-wide support team that works closely with programme, finance, and MEAL colleagues. As the mission grows, it will continue strengthening systems, building local capacity, and ensuring that CESVI’s interventions in Syria are delivered effectively and safely.
Position Summary:
The Liaison & Operations Officer is responsible for managing the operational, logistical, security, and institutional coordination essential for the effective implementation of CESVI’s activities in Syria. The role ensures adherence to organizational policies, donor requirements, and Syrian regulations while supporting procurement, HR, logistics, security procedures, and overall mission operations. The Officer serves as a key focal point with local authorities and ministries, facilitates permissions and compliance processes, contributes to security monitoring and risk mitigation, and maintains accurate operational documentation to enable safe, efficient, and accountable programme delivery.
Essential Job Responsibilities:
Operational & Logistical Management:
• Manage operational aspects of CESVI activities in Syria, ensuring logistical and administrative support to project implementation.
• Supervise daily logistics including transport, deliveries, warehouse management, staff movements, and office operations according to organizational SOPs.
• Support procurement processes including supplier sourcing, framework contracts, purchase orders, documentation checks, and compliance verification.
• Maintain accurate operational records (logistics, procurement, HR, institutional relations).
Liaison & Institutional Coordination:
• Facilitate relations with local authorities and ministries, ensuring timely processing of permits, authorizations, registrations, and compliance reporting.
• Represent CESVI in coordination meetings and engagement platforms with authorities and relevant stakeholders.
• Provide accurate translations (Arabic ↔ English) for operational and institutional documentation, correspondence, and audit materials.
• Support the preparation and submission of documentation required for authorities, audits, and partner relations.
Security Management:
• Facilitate the work of the Country Security Team to develop, implement, and regularly review the Country Security Plan (CSP), Security Risk Assessments (SRAs), and Standard Operating Procedures (SOPs).
• Act as the primary focal point for all security incidents and lead incident response, reporting, and follow-up.
• Oversee security arrangements including physical security measures, access control, and guard force management.
HR & Administrative Support:
• Support local HR processes including recruitment, document archiving, compliance verification, and workplace health and safety.
• Coordinate visas, travel permits, mission procedures, and administrative arrangements for expatriate staff.
• Ensure adherence to CESVI policies, donor guidelines, and Syrian regulations across procurement, logistics, and HR processes.
Compliance & Audit Support:
• Support external audits, administrative verifications, and compliance reviews.
• Collaborate with local partners to strengthen operational capacity and ensure alignment with donor and organizational standards.
Safeguarding Accountability:
• Upholds CESVI’s core values by promoting respect, dignity, and the well-being of both program participants and colleagues.
• Fosters a culture of openness and trust within the team, encouraging transparent communication and supporting team members to report any concerns through available channels and established mechanisms.
• Demonstrates a proactive commitment to learning about safeguarding and consistently integrates safeguarding principles, including risk identification and mitigation, into their day-to-day responsibilities.

Qualifications
• University degree obtained at least 2 years ago.
• Minimum 3 years of experience in similar roles, preferably in humanitarian contexts or with international NGOs/UN agencies.
• Strong knowledge of Syrian institutional and regulatory frameworks, including procedures for registrations, authorizations, bank account setup, and permits.
• Excellent communication and negotiation skills with local and ministerial authorities.
• Strong organizational and operational skills, particularly in complex and rapidly changing environments.
• Excellent command of MS Office (Excel, Word, Outlook).
• Native-level Arabic and good written/spoken English.
• Proven ability to translate and draft documents accurately in both Arabic and English.
• Ability to work independently while maintaining confidentiality and professionalism.
