Programme/Unit Summary:
The Programmes Unit leads the design, implementation, monitoring, and quality assurance of CESVI’s humanitarian and early recovery interventions in Syria. Through an integrated, multisectoral approach, the Unit delivers interventions in Education, Protection (including Child Protection and MHPSS), and Early Recovery/Livelihoods, with the objective of improving access to essential services, strengthening individual and community resilience, and promoting social cohesion among returnees, internally displaced persons (IDPs), and host communities.
Working in close coordination with support departments, local authorities, community structures, and civil society partners, the Unit ensures that activities are implemented in line with donor requirements, CESVI standards, and the specific needs of vulnerable groups, including children, youth, women, and persons with disabilities. The Unit promotes accountability to affected populations, conflict-sensitive programming, localization, and sustainability across all project phases.
Position Summary:
The Field Activity Officer is responsible for the day-to-day field implementation, monitoring, and documentation of project activities in Dara’a Governorate, within an integrated programme focused on education, protection and psychosocial support, livelihoods, and social cohesion.
The position acts as a primary operational interface between communities, local stakeholders, implementing partners, and the Programme team, ensuring that activities are delivered safely, inclusively, and in line with approved workplans and quality standards. The role requires continuous field presence, strong community engagement skills, and close coordination with technical and support teams, while ensuring strict compliance with safeguarding, accountability, and safety procedures.
Essential Job Responsibilities:
Programme Implementation & Field Coordination:
• Implement field activities related to education, protection/MHPSS, early recovery, and livelihoods in accordance with approved workplans, budgets, and donor requirements.
• Able to move freely within the Dara’a Governorate and in particular in the following areas: Al-Yadudah, Mia’rbah, As-Sanamayn e Ash Shaykh Miskin
• Conduct regular field visits to schools, community spaces, training sites, and livelihood activity locations to ensure quality, timeliness, and adherence to technical standards.
• Coordinate daily implementation with community representatives, local authorities, school staff, service providers, and local partners.
• Support the organization and facilitation of trainings, awareness sessions, psychosocial activities, distributions, cash or in-kind livelihood support, and community dialogues.
• Monitor the work of daily workers, volunteers, facilitators, and contractors at field level, as assigned.
• Identify operational constraints, protection risks, or social tensions affecting implementation and propose context-appropriate solutions to the Programme Manager.

Monitoring, Reporting & Documentation:
• Collect, verify, and organize field-level data, including attendance sheets, beneficiary lists, distribution records, monitoring tools, and activity reports.
• Contribute to regular narrative reporting (weekly, monthly, and ad hoc), ensuring accuracy, consistency, and timely submission.
• Support Post-Distribution Monitoring (PDM), satisfaction surveys, and qualitative feedback collection, including for education, protection, and livelihood activities.
• Document community feedback, lessons learned, and relevant changes in community dynamics, particularly between returnees, IDPs, and host communities.
• Ensure systematic filing and archiving of all field documentation in line with CESVI procedures and donor requirements.
• Promptly flag delays, risks, contextual changes, or protection concerns that may affect project objectives.

Community Engagement & Accountability:
• Serve as a focal point for community engagement, ensuring transparent communication on project objectives, activities, selection criteria, and timelines.
• Promote inclusive participation of women, children, youth, persons with disabilities, and other vulnerable groups across all activities.
• Support initiatives aimed at strengthening social cohesion and peaceful coexistence among returnees, IDPs, and host communities.
• Facilitate the implementation of CESVI’s Accountability to Affected Populations (AAP) mechanisms, including awareness-raising on feedback and complaints channels.
• Monitor and report early signs of community tensions, exclusion, or conflict risks, contributing to conflict-sensitive and do-no-harm programming.

Coordination & Internal Collaboration:
• Coordinate closely with Programme, MEAL, Logistics, and Finance teams to ensure coherent and efficient implementation at field level.
• Support field-level procurement and logistics processes, including needs identification, verification of delivered goods/services, and distribution follow-up.
• Participate in internal coordination meetings and relevant field-level coordination platforms with local authorities, partners, and other actors, as requested.

• Upholds CESVI’s core values by promoting respect, dignity, and the well-being of both program participants and colleagues.
• Fosters a culture of openness and trust within the team, encouraging transparent communication and supporting team members to report any concerns through available channels and established mechanisms.
• Demonstrates a proactive commitment to learning about safeguarding and consistently integrates safeguarding principles, including risk identification and mitigation, into their day-to-day responsibilities.


Qualifications
Minimum Qualifications & Technical Skills:
• Minimum of 3 years of relevant experience in humanitarian or early recovery project implementation at field level.
• Proven experience working with vulnerable populations, including returnees, IDPs, and host communities.
• Previous experience in Dara’a Governorate or southern Syria is a strong asset.
• Experience with AICS-funded projects or comparable institutional donors is an advantage.
• Good understanding of integrated, community-based approaches across education, protection/MHPSS, and livelihoods.
• Ability to collect, manage, and report field data accurately and systematically.
• Strong interpersonal, communication, and facilitation skills, with the ability to engage constructively with diverse stakeholders.
• High level of flexibility, problem-solving capacity, and ability to work under pressure in a complex and evolving context.
• University degree in Social Sciences, Development Studies, or a related field (or equivalent relevant professional experience).
• Excellent written and spoken Arabic; basic to good working knowledge of English..
