Generic responsibilities
• Ensure adherence to Financial Handbook, other NRC policies and donor requirements
• Implement NRC’s financial systems, routines and procedures
• Contribute to coordination with relevant partners, suppliers, authorities and other stakeholders.
• Provide regular analysis and reports
• Implement anti-corruption policy

Specific responsibilities
• Support Finance coordinator on the financial monthly closing of Damascus accounting books.
• Ensure effective cash flows, preparing forecast of expenditures and submitting cash call requests to SRO/Head Office.
• Provide finance verification of purchase and payment request up to his/her authorization limit.
• Verify all transaction vouchers in cash & Bank postback which prepared by finance technical assistant and post the transactions in Agresso System and print the system posting voucher.
• Verify the monthly payroll for regular & service staff which Prepared by HR, reconcile the deduction and prepare voucher and send to Finance officer/Finance coordinator for Posting in Agresso.
• Prepare & Follow up the monthly Social security payment and reconcile it with ledger, prepare voucher and send to Finance officer/Finance coordinator for Posting in Agresso.
• Prepare the Payroll income tax report, reconcile with ledger and follow up all process the payment on time every six month, prepare the voucher and send to Finance officer/Finance coordinator for Posting in Agresso.
• Participate in Tenders (closed + open national tender) as committee member and provide the required analysis of supplier Financial capacity and other analysis as required.
• Verify CBA analysis for (Competitive bid+ Closed Tender+ National Tender).
• Verify the monthly report for Implementing partner and prepare the voucher send to Finance officer/Finance coordinator for Posting in Agresso.
• Follow up the monthly Advanced payment for Implementing partner as per signed agreement.
• Provide Finance Induction for New NRC Staff.
• Relieve as Cashier when required
• Any other tasks as per supervisor request

NRC is a non-governmental, non-profit, humanitarian, independent organisation. It provides assistance to people affected by crises & i.e. refugees, internally displaced people, host communities etc. - to meet their immediate humanitarian needs, prevent further displacement and contribute to durable solutions.
NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. After almost 70 years of interventions all over the world, today NRC is organised as an independent and private foundation that cooperates closely with the UN and other humanitarian organisations, around the world as well as in Norway. NRCs funding base is not only diverse but also flexible, counting a number of different donors including the Norwegian Ministry of Foreign Affairs and the United Nations. In 2014 NRC assisted more than four million displaced and conflict-affected people around the world, and raised more than USD 250 million for our humanitarian programming. Currently NRC operates in 25 countries worldwide with over 5,000 staff members, the majority of which are national employees. All NRC projects are supervised by the Head Office of the organization in Oslo while in the Middle East, NRC country offices report to a regional office based in Amman. All the programs are implemented in close coordination with governments and local authorities.
The type of activities implemented in each context varies from country to country depending on the needs on the ground and priorities laid out in strategic response plans of Governments and the UN. However NRC mainly specialises in five programme areas: Education, Shelter, WASH, Food Security as well as supporting displacement affected population to access further services. Moreover, extensive expertise has been gained by the organization over the years also on Collective Shelters Coordination and Management.
In addition, NRC provides expertise as a strategic partner to the UN as well as to national and international actors including governments and line ministries- through its stand-by rosters. Only in 2014 almost 600 humanitarian experts were deployed to 49 countries, making NRCs rosters the most used expert deployment capacity in the humanitarian world.
Finally, NRC promotes and sustains efforts at different levels to keep high the attention on the condition and situation of displaced and vulnerable people affected by ongoing crisis.
