Responsibilities
Generic responsibilities
1. Line management of more junior project staff;
2. Adhere to NRC policies, tools, handbooks and guidelines.
3. Implement delegated CC project portfolio according to plan of action.
4. Prepare and develop status reports as required by management.
5. Ensure proper filing of documents.
6. Promote and share ideas for technical improvement.
7. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.

Specific responsibilities
1. Project Implementation. Responsible for assuring the high quality implementation of all Shelter/NFI/WASH projects throughout the full project cycle. Depending on the needs of the successful project implementation, this includes:
o Assure that proper follow up over rehabilitation/reconstruction works at work site is taking place by more junior staff.
o Plan and follow up NFI distribution activities at warehouses, shipment routes and distribution points.
o Follow up the implementation of technically complex/sensitive works.
o Harmonize works quality (material types & installation methods) across different worksites.
o Solve persistent technical issues beyond the capacity of more junior staff.
o Spot check the surveyed quantities at worksite.
o Any other relevant task.

2. Assessments. Responsible for supporting & guiding the Implementation of Shelter/NFI/WASH technical components of Area-Office-level needs assessments. This includes:
o Rapid Needs Assessments (RNAs).
o Multi-Sector Needs Assessments (MSNAs).
o Detailed/Sectoral Assessments.
o construction/process-related assessments (supplier/contractor capacity, preparation of BoQs, drawings and other technical documents).

3. Raise Program Standards. Responsible for developing the different projects through:
o Conduct technical research (new technologies) and market visit (material availability, pricelist update, etc.).
o Liaise and coordinate with other NGOs or service providers in order to acquire technical information and support.
o Analyse available data to optimize future interventions (PDM results, etc.).
o Conclude lessons learned based on previous projects.
o Update technical tools (BoQ, assessment forms, etc.)
o Transfer the technical knowledge to more junior staff.
o Any other relevant task.

4. Project M&E. Responsible for assuring that the M&E Unit is supported by more junior staff in achieving accurate and high quality Monitoring and Evaluation activities in accordance with the Syria Response M&E Strategy, tools and guidelines. This includes assuring that more junior staff:
o collect construction/process outputs and outcomes.
o collect beneficiaries' feedback over implemented works.
o Assess the quality of implemented works.
o any other relevant task.

5. Protection Mainstreaming. Responsible for supporting the Protection Unit and more junior staff in protection mainstreaming in all Shelter/NFI/WASH activities throughout the project-cycle. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines. This includes:
o ensure safety and dignity of beneficiaries,
o understand their diverse needs,
o enable meaningful access to NRC’s services,
o ensure adequate accountability to affected populations,
o ensure adequate participation and consultation,
o support the realisation of their human rights.

6. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members; Shelter/NFI/WASH project team, other Core Competencies team in addition to the Support Teams.

7. Performance Management. As per NRC Performance Manual, the position holder is responsible for managing more junior staff through conducting various performance review meetings where both work assignments are decided and capacity building opportunities are identified


Qualifications
Professional competencies

Generic professional competencies:
• Bachelor Degree or above with a minimum of 5 year of work experience in similar field or Diploma Degree (intermediate institute) with a minimum of 7 years of work experience in similar field.
• Working in a humanitarian/recovery context or equivalent is a plus.
• Experience of working in complex and volatile contexts.
• Fluency in Arabic & English, both written and verbal.
• Knowledge of basic computer skills & MS Office software.

Context related skills, knowledge and experience
• The above-mentioned Bachelor/Diploma Degree should be in Engineering (Civil, Architect, or equivalent).
• Master degree in Engineering is a plus.
• The above-mentioned work experience should be in the field of; Construction or similar.
• Skills in using CAD and other essential engineering software.
• Knowledge of the context in Syria.
• Experience with remotely managed programming
