Responsibilities
Program quality and Strategy
-Provides advice, technical support and leadership to the infrastructure team in line with international best practices, HEKS/EPER policy and donor guidelines.
-With the support of the WASH technical unit at headquarters, develops the key technical tools of the program.
-Makes frequent field visits to provide technical support to the field teams and propose reinforcement plans resulting from discussions with field staff.
-Identifies opportunities for program expansion taking into account changes in humanitarian needs and gaps, as well as the internal capacity of the HEKS/EPER to respond adequately.
-Participates in proposal development process (both narrative and budget) in the event of new projects, in line with the Country strategy.
-Prepares implementation/progress reports, and provide quality assurance to all documents produced by the department including but not limited to BOQ, BOC, contracts, drawings, etc

Supervision and development of staff
-Maintains open and professional relationships with team members, fostering a strong team spirit and providing supervision and guidance to enable staff to carry out their duties successfully.
-Supervises the infrastructure team to ensure effective planning, quality implementation and regular monitoring of all activities, as well as their in-depth understanding of the expected results of the program;
-Takes overall responsibility for staff timesheets, work plans, vacation schedules and staff training / development activities.
Grant monitoring and project cycle management:
-Ensures spending is appropriate and on time for grants to meet program objectives by developing and maintaining Work Plans, Spending Plans and Procurement Plans.
-Works closely and coordinates with logistics, finance and M&E, and grant staff to ensure program activities.
-Ensures the contribution to internal and external documents of HEKS/EPER, for everything concerning the department, including compressive maps / infographic materials.
-Ensures compliance with donor rules including visibility in the implementation of projects (with the support of the Grants unit).
Monitoring, Evaluation and Reporting:
-In collaboration with the quality Manager, proposes a monitoring and evaluation plan for Wash activities facilitating the analysis of data for the indicators.
-Prepares and submit donor reports on time, including success stories
-Ensures that gender, protection and environmental impact are integrated into all deliverables under its direct responsibility.
Coordination & Representation
-Represents HEKS/EPER in the relevant technical working groups as required.
-Gathers the field donors (mainly UN agencies) funding priorities and opportunities related to infrastructure.
-Liaises with all the stakeholders at national level to increase / reinforce HEKS/EPER Syria mission access (SARC / Ministries / Security branches) either for pre-existing or new locations or activities.
-Liaises with Liaison Officer to provide details on implementation and keep all stakeholders (SARC, Ministers, security branches) informed about HEKS intervention in Syria, infrastructure related.
Safety, access, and Security
-Coordinates with Safety and Liaison to ensure security, access, and proper coordination with local authorities.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project's needs. The expert could be requested to perform other tasks as his/her Line Manager may judge necessary.


Qualifications
1. Trainings / background
-Higher education diploma required in Civil engineering or equivalent.
-Project cycle Management.
-Humanitarian Leadership.

2. Professional experience
-At least 10 years experience in INGO.
-Demonstrated experience in budget development and programs design, implementation & evaluation.
-Deep understanding of stakeholders requirements:
INGOs
Local authorities
Donors
-Good aptitude in context analysis.

3. Knowledge and skills
-English/Arabic: Fluent (spoken/written) mandatory.
-Able to plan, prioritize and manage multiple tasks under pressure and deliver tangible benefits to a team.
-Proficient user of MS Office (including Word, Excel, Outlook, PowerPoint, Power BI) and AutoCAD, GIS is a plus.


4. PERSONAL SKILLS
-Ability to work in structured manner and independently with limited oversight.
-Excellent data analysis and report-writing skills.
-Excellent negotiation and communication skills.
-Diplomacy, open-mindedness and representation skills.
-Strong commitment to humanitarian principles.
