Responsibilities
Objective 1: Contribute to Education and Protection Strategy Development, Implementation, Monitoring and Evaluation
• Lead Education and Protection department on development and implementation of SIF overall and in-country Education & Well-Being of the Child (EWBC) strategies, their asso-ciated procedures and tools
• Lead Education and Protection strategy development and implementation in Syria

Objective 2: Coordinate Education & Protection Projects’ Development & Implementation (Program)
• Lead development of new proposals with Education & Protection focus in response to calls for funding, ensuring integration of lessons learnt from previous projects & sector priorities
• Suggest Education & Protection projects’ logical frameworks including relevant indicators
• Ensure Protection mainstreaming in all projects (including shelter, WASH & FSL)
• Lead completion and implementation of risk mapping for Education & Protection department in Syria
• Ensure technical quality of Education & Protection projects with the support of the technical staff, in particular with Education & Protection Team Leader – Technical Advisor
• Support development of Education & Protection technical tools and guidelines, in particular with Education & Protection Team Leader – Technical Advisor
• Ensure planning & timely implementation of project activities as per the project management guidance and detailed implementation plans such as SIF PMP
• Supervise the Education & Protection Manager or Education & Protection Team Leader Operation and Education & Protection Team Leader Technical Advisor and All round log/admin officer, and support them to solve the issues faced during projects’ activities implementation
• Develop and maintain strategic partnerships for Education & Protection department
• Closely work with relevant departments to ensure that required supplies and material are timely delivered for all projects’ activities

Objective 3: Coordinate Education & Protection Projects’ Development & Implementation (Support)
• Ensure high level of security at all time across Syria for Education & Protection activities and staff, by laiising closely with Security Manager
• Suggest proposals’ budgets construction for Education & Protection activities in close coordination with Program Coordinator, Finance Coordinator, Grants Officer and Education & Protection team
• Contribute to recruitment and management of project staff (including direct recruitment of Team Leaders and Officers at least from Job Description drafting to Interviews participa-tion)
• Provide annual training and capacity building to HR department
• Use & ensure implementation of HR/Finance & Logistic tools & procedures through Education & Protection department (such as attendance sheet, cash request, IOF, Staff IDs, SIF outfits, etc.)
• Bear responsibility for Education & Protection activities’ budget implementation, including monitoring of expenditures and budget forecast, in close coordinator with Finance Coordinator
• Provide guidance on procurement & payment plans and support all-round log/admins to liaise with other departments (Logistic, HR & Finance especially)
• Follow-up of volunteers, service contracts & partners payments with All round log/admin Officer and/or Finance and HR departments and/or Education & Protection Team Leader - Operation
• Participate to periodical project meetings with the Finance Department to assess projects’ budget spending (BFU meeting)
• Participate to periodical project meetings with the HR department to ensure HR regulations are enforced through all projects for all categories of personal (such as appraisals)
• Follow-up of procurement processes with All round log/admin Officer and/or Logistic department and/or Education & Protection Team Leader - Operation
• Participate to periodical project meetings with the Logistic Department to assess projects’ procurement process and payments made by Logistic department
• Follow SIF guidelines, especially for procurement, finance, safeguarding and data protection
• Inform immediately Head of Mission (or most relevant person) of any suspicious activity in regard to SIF anti-fraud and anti-policy

Objective 4: Contribute to All Base Projects’ Monitoring, Evaluation, Accountability and Learning (MEAL)
• Lead & attend to periodical project meetings with Education & Protection Team Leaders, & Program Coordinator to ensure the projects’ monitoring
• Monitor the projects through regular field visits in coordination with the MEAL team and different donors
• Use and complete the PMP & other projects’ tools to monitor the progress of the activities, indicators’ targets, budget spending and procurement processes
• Participate to periodical project meetings with MEAL Department to assess project indicators achievement progress
• Analyse project data regularly, in order to monitor the indicators’ achievement progress and identify ongoing challenges
• Capitalize on the data collected and attend periodical lessons learnt meetings to improve programme delivery & quality during and after the end of the projects
• Maintain secured electronic records and paper files

Objective 5: Contribute to All Base Projects’ Reporting
• Support as needed to the Program Coordinator and the Reporting Officer on the projects’ progress reports
• Prepare periodic internal progress reports (including PMP & SITREP) and ensure their timely submission to SIF Head Office
• Contribute to weekly, monthly, quarterly and annual reports for donors, in particular 4W, narrative and financial reports & ensure their timely submission
• Assist the Program Coordinator in preparing other relevant reports
• Ensure means of verification including photos, beneficiary consents, success stories/case stories are shared with all donors including SIF Head Office
• Archive project related documents timely
Objective 6: Ensure coordination with external stakeholders such as governmental institutions, local authorities, clusters and SIF partners
• Promote and ensure advocacy is integrated to SIF Education & Protection department activities
• Ensure SIF access to Education & Protection mappings, in particular for referrals purpose
• Contribute to mappings of social and non-governmental services available at national level and including preferred communication & contact details
• Cascade responsibilities linked to mapping contribution to focal points at field level
• Lead participation of SIF in activities related with Education and Protection sectors (including Child Protection and Gender-based violence areas of responsibilities) at national level
• Cascade responsibilities linked to Education & Protection (including areas of responsibilities) sector to sub-sectors for focal points at field level
• Participate and/or coordination participation of Education & Protection department to Education & Protection technical working groups (TWG), strategic advisor groups (SAG) or call for proposal vetting committee (Education or Protection)
• Coordinate with relevant government, non-governmental authorities and key community leaders to ensure effective and efficient implementation of SIF projects & SIF reputation
Objective 7: Contribute to ensure SIF Child Safeguarding Policy (CSP) & PSEA implementation
• Understand, adhere and ensure implementation of the organization’s Child Safeguarding and PSEA policies
• Ensure activation of CSP/PSEA focal points network at national level
• Handle sensitive information in line with SIF CSP and PSEA policy
• Ensure personal and sensitive information of children is kept in a safe place to avoid access of irrelevant persons
Perform other duties closely linked to the employee responsibilities, skills or experience as required for the organisation needs.

Qualifications
At least 4 years of management experience in an NGO environment
•At least 4 years’ experience in education in emergencies and/or protection
•Master degree in education, social studies, social work, psychology, or related field
•Proven track record in delivering quality programs
•Knowledge of humanitarian donors (especially UNICEF, UNHCR and ECHO) & their pro-cedures
•Proven experience in respecting donor guidelines, including finance and procurement
•Experience of managing several projects (and tasks) simultaneously, strategically planning, define priorities and analyze information
•Knowledge of international humanitarian system, standards (such as Sphere, CHS, KCS, INEE or CPHA) & accountability frameworks
•Fluency in written and spoken English
•French (good spoken and written level) appreciated
•Excellent computer skills: Word, Excel, Outlook, PowerPoint
