Responsibilities
The Project Officer is responsible for providing expertise and necessary technical knowledge in planning and implementing project interventions and leading the team to build the capacity of beneficiaries regarding the best operational practices of the solar system units, and effective and sustainable usages of the power. The incumbent will report directly to the Program Manager.
MAIN RESPONSIBILITIES:
- Contribute to the development, review and revision of the community-based small solar energy project (CBSSEP) activities of the project Annual Work Plan (AWP).
- Implement the CBSSEP-related project activities according to the approved AWP and budget, ensure quality and compliance of implementation to internal policies, procedures, and donor requirements.
- Provide administrative and technical guidance and supervision to project staff.
- Ensure the project activities are initiated and implemented on time, and on budget and contribute to achieving the project aim, objectives, and targets. Track, follow up and provide technical support.
- In collaboration with the project team, support the target communities to form Common Interest Groups (the community-based Groups for solar systems)
- Support the project team and experts/consultants in the selection of project target areas.
- Jointly with the project team, review the progress and the achievements regularly, prepare recommendations, and develop progress reports.
- In collaboration with the Community Engagement team, ensure the work with local communities through village committees to assess their needs and identify the primary target households for the project activities
- In close collaboration with the Community Engagement Assistant and other team members, ensure conducting training needs assessment of CIGs/CBOs and design and implement capacity building plan, which includes but not limited to providing sector-specific training, an adaptation of best practices on improving the solar system unites management, access to information and know-how.
- Work with relevant government agencies, LNGOs, research and academic institutions to explore opportunities for the adoption of best practices and innovations in solar system management.
- In close collaboration with the project team and other units of AKF (Procurement, Logistics, Finance), identify the specifications, develop, purchase orders, and procurement.
- Conduct regular field visits to assess the impact of project interventions, identify risks that can impede attaining the project objectives, and report to the line manager.
- In coordination and guidance of MERL Officer, support and participate in M&E activities including baseline/
end-line/midterm assessments, project-related surveys, and data & and information collection.
- Support the development of case studies and other communication materials, which are both qualitative and
quantitative and which narrate the best practices, lessons learned and success stories from the field.
- Contribute to the development of project progress reports by providing evidence-based narrative information,
data and analysis. Provide periodic (monthly, monthly, quarterly, annual, and ad-hoc) reports to line manager.
- Promote and support gender equality, environmental sustainability, youth engagement, and safeguarding in
the planning and implementation of all project activities.
- Support the project team and experts/consultants in conducting of inventory, Handing over assets to
beneficiaries

Qualifications
- The applicant must have a university degree in a relevant field.
- At least 3 years of experience in project implementation, with strong project management and people
management skills.
- Good knowledge on alternative energy, Electrical or Renewable Energy Engineering, is preferable.
- Knowledge of the operating environment and relevant government policies and legislations in Syria.
- Strong interpersonal and networking skills to deepen understanding the political, economic, and social
environments, as well as to build collaborative internal and external relationships.
- The ability to Build Relationships, communicate effectively, and behave Ethically
- The ability to lead, make decisions, and promote teamwork.
- Develop new and unique ways to improve the operations of the organization and to create new opportunities.
- Excellent verbal and written communication skills in English and strong computer skills.
- Male applicant should have finished their military service, exempted, or postponed for one year at least.
