Responsibilities
In close coordination with other project team members, the Energy Specialist will be responsible for technical oversight of the selection of target communities, design, installation, and training of the community focal persons on maintenance of off-grid PV solar systems, with the aim of improving access to electricity and promoting sustainable energy solutions. The Energy Specialist should ensure the community off-grid PV solar systems are designed and implemented in the most cost-effective and efficient ways, with consideration of the needs of the target beneficiaries, safety measures, and environmental impact. The Energy Specialist will report directly to the Project Officer
MAIN RESPONSIBILITIES:
- In coordination with project staff, develop the project’s energy plans and activities, in line with the global program portfolio and indicators, and the project's needs, and ensure that project’s activities operate on time.
- Under the supervision of the Project Officer and in close cooperation with other project team members, develop the project's Annual Work Plan and contribute to ensuring its timely and quality implementation.
- In close cooperation of other team members, select the target communities for installation of off-grid solar systems, considering maximizing the project impact, efficiency and sustainability.
- Conduct site assessments in the targeted communities to determine the feasibility and requirements for installing off-grid solar systems.
- Develop the design of the off-grid solar systems for each of the selected communities, including development of the detailed engineering sketches, drawings, schemes, specifications, estimates and bills of quantity, and implementation timeframe, complaint to local legislation, norms and regulations.
- Develop Term of References (ToRs) and support the procurement of services of the licensed design companies, experts, service providers to support the process of the design and implementation of the project interventions.
- Oversee the installation of off-grid solar systems, ensuring compliance with quality standards and safety regulations
- Provide technical training and support to local technicians and community members on the operation and maintenance of off-grid solar systems.
- Provide technical review of bids and develop specifications for energy procurement items in coordination with procurement team
- Provide or source technical assistance for the projects as required and contribute to AKF’s energy strategy and planning processes. Conduct regular visits to the project sites to assess and check the performance of installed solar systems, provide necessary administrative oversight and technical support, and support the communities to troubleshoot any technical issues that may arise.
- Identify and evaluate the risks associated with project activities and take appropriate action.
- Ensure that energy activities operate within the financial, human, safety, and quality policies and procedures
of the organization
- Identify and coordinate delivery of operating requirements to support energy projects, and coordinate the
delivery of services among different concerned AKF’s departments such as Procurement, Logistics, Finance,
etc.
- In coordination with the Project Officer and AKF's Technical Specialist, work closely with the Finance team to ensure smooth budget processes, cash requests, forecasts and financial reporting, and ensure that energy project operate within the approved budget
- Coordinate the documentation of all energy activities, methodologies and processes for external review and
archival purposes.
- In coordination with the Project Officer, Monitoring, Evaluation, Research, and Learning team, monitor the energy activities on a regular basis, conduct annual evaluations, produce monthly Year to Date (YTD) reports, and other progress reports as requested by AKF and donor reporting systems.
- Liaise with beneficiaries, communities, government, NGOs, AKDN agencies and other stakeholders as required to ensure timely, effective, efficient, and cost-controlled delivery of energy projects.
- Ensure that key stakeholders are actively engaged and informed, as well as their support for the energy
projects.
- Ensure that energy activities comply with all relevant legislation and professional standards.
- Post-activity logistics arrangements including following-up bills in coordination with Admin Assistant

Qualifications
- The applicant must have a university degree in a relevant field including Electrical or Renewable Energy
Engineering, Master degree is preferable.
- At least 3 years of technical experience in alternative energy.
- Knowledge of the operating environment and relevant government policies and legislations in Syria.
- Strong interpersonal and networking skills to deepen understanding of the political, economic, and social
environments, as well as to build collaborative internal and external relationships.
- Strong project management and people management skills.
- Ability to Build Relationships, communicate effectively, and behave Ethically
- Ability to lead, make decisions, and promote teamwork.
- Develop new and unique ways to improve the operations of the organization and to create new opportunities.
- Excellent verbal and written communication skills in English.
- Strong computer skills (AutoCAD, Office and others)
- Male applicant should have finished their military service, exempted, or postponed for one year at least.
